April 4, 2023 City Council, Cheviot, Ohio Page 1 of 2 President Kerry Smyth called the meeting to order at 7:30PM with the Pledge of Allegiance, followed by a moment of silent prayer. Roll was then called, and the following members were in attendance: Mayor Sam Keller President of Council Kerry Smyth Law Director Kimberlee Rohr Council Ward 1 David Voss Council Ward 2 John Hardig Council Ward 3 Brian Smyth Council Ward 4 Lindsay Jones Council At Large Kitty Zech Council At Large Stefanie Hawk Council At Large Amy Richter The floor was then turned over to Fire Chief Bob Klein to honor and recognize Captain Kevin Gannon for his 33 years of service and to congratulate him on his upcoming retirement. Mayor Keller prepared a proclamation declaring April 4, 2023 ad Kevin Gannon Day in the City of Cheviot. Next, Chief Klein recognized Keith Pierce, who after serving 15 years with the Cheviot Fire Department is pursuing a full time position with the City of Mt. Healthy. Minutes from the March 21 meeting were approved with a motion by Mr. Hardig, second by Mrs. Richter and a 7-0 voice cote. Minutes from the March 27 Special Council Meeting were approved with a motion by Ms. Hawk, second by Mrs. Richter and a 7-0 voice vote. Mr. Voss read into record his report from the March 21 meeting of the Finance Committee. The report was received and filed with a motion by Mr. Voss, second by Mrs. Richter and a 7-0 voice vote. Mr. Hardig read in to record his report from the March 21 Zoning and Annexation Committee. He motioned to receive and file, there was a second by Mr. Smyth, and the motion carried unanimously. Ordinance 23-07 To Amend The Trash Collection Services Fee pursuant To The Cheviot Code Of Ordinances section 50.03. Mr. Voss presented the legislation for its third and final reading. Motion to adopt was made by Mrs. Richter, second by Mr. Hardig. Adoption passed by a 6-1 margin, with Mr. Voss casting the lone NO vote. Page 2 of 2 Administrative Reports: -Mayor Keller reported that the resurfacing of Alta Vista, Mayfair and Herbert has begun. Applegate Avenue will start soon. He also reported that some residents in the area south of the new Marathon gas station have reported the smell of gasoline in their homes. Mr. Braun will follow up with the resident once he has the name and contact info for the initial complainant. The city will help wherever possible in remediating the gas smell. Mrs. Richter asked if Alta Fiber was intending to install fiber optics on her street, as there are flagged but no further activity has been noticed. Mrs. Richter asked if enough lifeguards have been hired to open the pool. Mayor stated that we still need more guards to fill out the schedule. There was discussion of placement of the stage at Harvest Home Park along with the repaving project. The stage will not be included in the paving project, however, there may be a pickleball court installed in the area northeast of the barn where the basketball hoops used to be. -Law Director Rohr reiterated her concern that Council stay within the guidelines to ask for a Police and Fire. The law has very specific rules about the purpose of the levy. This will be discussed in a Finance Committee meeting on April 18 immediately following the regular council meeting. Public Recognition: Red Vlaikov addressed Council to thank the city for extending their current agreement regarding use of city facilities for the Purple Heart meetings. Red gave each member of council a pin as a show of thanks for their support. Other Business: Mrs. Richter gave an updated report on Family Day. Financial Disclosures are due May 15. All elected and appointed officials need to complete the Open Records Training before the expiration of their term. Treasure’s Report from February 2023 was received and filed. Mayors Court Receipts were received and filed. Upcoming Meetings: Finance Committee will meet on April 18 immediately following the regular council meeting to discuss the police and fire levy. Mr. Hardig is cancelling his Zoning meeting set for that date due to the unavailability of some key individuals. Mayor Keller thanked the Cheviot Police Association and Cheviot Fire Association for another successful Easter egg hunt on Sunday. Seeing no other business before this council, Mr. Smyth motioned for adjournment.
