COUNCIL OF CHEVY CHASE VIEW Work Session to Discuss Stormwater Management and Capital Improvement Review of the 65% Schematics Date: November 20, 2024 Place: Meeting was held at 10401 Connecticut Ave., Suite 103 Present: Ed Tarbutton; Chair, Nancy Somerville, Pete Marks, Tommy George and Helen Trybus, Council members Ron Bolt, Legal Counsel for Town, appearing remotely Jason Azar, Clark/Azar & Associates, presenting remotely Denise Hitt, Town Manager Elizabeth Rembold, Assistant Town Manager Others Present: Ron Sharrow, 4013 Glenridge Street; Remotely Present - Mary Spencer,4112 Glenrose Street; Steven Beckman, 4020 Everett Street Called Meeting to Order: 6:03 p.m. by Ed Tarbutton, Chair Jason Azar provided a detailed explanation of the 65 percent schematic drawings. Clark/Azar’s team has worked to identify opportunities for additional green infrastructure after removing previously proposed elements that would have negatively impacted trees. The current schematics reflect what Jason considers to be a viable plan. Clark/Azar’s next step involves initiating the permitting process with relevant agencies to determine their acceptability. As currently drawn, the schematics are ready for submission to Montgomery County DOT, Maryland State Highway Administration, and WSSC. Following feedback/discussion with affected residents, revisions will be considered, and an updated cost estimate will be provided. Dresden Street (Cedar Lane to Summit Avenue): The plan remains similar to what was previously presented. A more in-depth discussion with the residents will occur prior to moving forward. Specifically at the right-of-way at 4217 Dresden, two bioretention planter boxes for water filtration are proposed to be installed. Water line relocation is necessary because the water line needs to be five feet off the facility. Modification to storm drain piping that currently exists will also be necessary and a manhole will need to be installed. Questions were raised relating to the timing of a water line relocation as it relates to street work. A private contractor will perform the movement of the water line after approval from WSSC. Two items get processed through WSSC: • water line relocation • review plans in the area of their service After submitting the initial plan, it typically takes 45 days before a response from WSSC. Following that, there is a back-and- forth process to refine the plans. If we submit the plans after Thanksgiving, we can expect the first round of comments by January and the second round by February. At that point Chevy Chase View may be ready to move forward with obtaining bids. Further significant work in this section entails driveway aprons replacements as needed, curbs, and mill/overlay. Dresden Street (Summit Avenue to Connecticut Avenue): The Council discussed the replacement of the current sidewalk with Jason, focusing on factors such as cost, appearance, and sustainability. While an immediate decision is not required, these considerations will need to guide the eventual choice. The Council will gather more information and consider the factors carefully before deciding the best path forward for sidewalk replacement. Jason discussed the feasibility of small rain gardens in the areas near 4004 and 4000 and 3908 Dresden Street. He believes the three rain gardens will create a combined 226 cubic feet of storage. Additional storm drain systems are included on this section of Dresden Street connecting to the system on Connecticut Avenue. There are a total of five proposed inlets. Further, the new curb systems will also tie into Connecticut Avenue system. Nancy suggested conservation landscape in the area that has a collection of trees. The location of the swale is to be considered. The road does not currently pitch towards the swale in that area, Jason suggested a modified cross section to be more of a traditional crown to make the swale area more useful. Opportunities exist in the middle section of Dresden. If we want to head down the road of conservation landscape, we will need to change the lay of the road to create a more traditional crown – sending water towards swale. Everett Street (storm drain) near Connecticut Avenue: There is an existing inlet in the back of the residence at 4001 Everett Street. The proposed plan increases the size of the inlet and installs elliptical pipes under the driveway to create substantial flow. An easement with the homeowner as well as an agreement between the Town and Montgomery County is necessary. The increased size of the inlet will facilitate faster drainage. Even if the pipe can handle flow, the inlet capacity remains an issue. A normal rain event would not result in ponding, but a very heavy rainfall could still cause ponding. We will reach out to the homeowners to let them know the proposed plan and determine if they would be agreeable to proceeding. Agreement on an easement with the homeowner is needed prior to submission with MDOT. We would then need to work with the County on an agreement, which would include the Town’s responsibility for maintenance of the stormwater facility. Glenridge Street (Gartrell Place to Connecticut Avenue): Due to the necessary revisions to avoid removal of larger mature trees, Jason suggested a proposed rain garden in two areas near 4026 and 4018 Glenridge Street. Jason estimated that the total capacity of the proposed rain gardens is 204 cubic feet. Ron Sherrow has documented water flow on Glenridge and has asked that the flow be considered when accounting for green improvements. In addition to the above proposed green infrastructure, the gray infrastructure improvements will include the installation of curbs and gutters, necessary replacement of driveway aprons, and the mill/overlay of the road. The timing of this work will be coordinated with WSSC’s completion of the water main replacement. Council Members and the Town Manager will reach out to the affected residents. The Council and Jason discussed the next step which will be to seek agency feedback and preliminary approval after Thanksgiving. The length of that process will determine when the town can bid out the job, select a contractor, and then commence work. Work Session concluded 7:04 pm
