Jacqueline DuBois, Chairperson of the Board of Registrars, called the meeting to order at 4:00 p.m.
Present: Jacqueline A. DuBois, Alfred W. Kendall, Edward A. Rybak and Janina Surdyka
Minutes of the November 19, 2015 meeting were reviewed and approved as presented by the Clerk.
Correspondence: - Office of Jury Commissioner – 2016 Prospective Juror List
- Election Division – Street List Inserts
- Election Division – Presidential Primary Nomination Papers
Motion was made, seconded, and carried to place correspondence on file and to make prospective
Juror List available for inspection by members of the public upon request.
Clerk’s Report: Office staff completed voter registration changes received at polling locations on
Election Day and is combining active and inactive registration records in order to streamline
registration process to prepare for conducting the annual City Census and the February 10, 2016
voter registration deadline for the March 1, 2016 Presidential Primary.
Registration statistics (including address and party affiliation changes) for the month of November
are as follows:

Received from other City/Town Halls
Deleted from voter registration roll (moved, died or in
response to confirmation notice)
Since July 1, 2015 the Department collected $9,034.25 from passport applications and spent
$12,297.55 for photo ink and paper, Priority Postage, 7 calendars, receipt books, 2 reams of
business paper and $10,500.00 transferred to Special Services for conducting the Annual City
Census. The present balance of this account is $124,582.75.
The annual passport certification and eligibility report was completed on December 16 and
forwarded to the Boston Passport Agency. Report shows that Department accepted 848 new
passport applications in the last federal fiscal year.
Motion was made, seconded, and unanimously approved to accept the Clerk’s report as presented.
Old Business: none
New Business: the following action was taken by the members of the Board:
- Motion was made by Mr. Rybak, seconded by Mr. Kendall and carried
to appoint Mr. Robb Strycharz of 85 Hafey Street as our census taker
- Motion was made by Ms. Surdyka, seconded by Ms. DuBois to seek two volunteers from
Senior Tax Work Off Program for opening and sorting 2016 Census mailing. Motion passed
by unanimous voice vote.
- On the motion of Ms. Surdyka, seconded by Mr. Rybak, members of the Board
unanimously approved spending $469.45 for inserts to the census questionnaires with
information to voters regarding their enrollment in one of the four MA political parties and
their eligibility of voting only on the ballot in that party.
Next meeting of the Board was scheduled for February 10, 2016 for the purpose of registering new
voters for the March 1, 2016 Presidential Preference Primary.
