City of Chicopee, Massachusetts Registrars of Voters City Hall Annex – 274 Front Street – Chicopee, MA 01013 Tel: (413) 594-1550 Fax: (413) 594-1554 e-mail jsurdyka@chicopeema.gov Janina Surdyka Registrar (copy of the minutes of the meeting) October 17, 2016 Jacqueline DuBois, Chairperson of the Board of Registrars, called the meeting of the Board to order at 9:00 a.m. Present: Jacqueline A. DuBois, Alfred W. Kendall, Edward Rybak and Janina Surdyka Upon motion by Mr. Kendall, seconded by Ms. DuBois, the minutes of the September 14 meeting were unanimously approved. Correspondence: - MA Election Division – Early Voting Update - Department of Public Health – Potential Deletes due to Death - Boston Passport Agency –New Requirements Motion was made, seconded and carried to place correspondence on file. Clerk’s Report: The Department received 76 Referendum Petitions to repeal Chapter 134 of the Acts of 2016, an Act Relative to Transgender Anti-Discrimination signed by 392 residents. 321 signatures were determined valid. Registration statistics (including address and party affiliation changes) for the month of September are as follows: Registered in the office 71 Received from the RMV 403 Registered by mail 105 Registered at public-assistance agencies 49 Registered online 164 Received from other City/Town Halls 4 Deleted from voter registration roll (moved, died or in 114 response to confirmation notice) Since August 19, the deadline for voter registration for State Primary, 1,133 residents either registered to vote or changed voter registration records. Currently Department approved 557 applications for absentee ballots for the November 8 State Election. Since July 1, 2016 the Department collected $5,456.30 from passport applications and spent $1,015.52 for photo ink and paper, labels, priority postage, 2 reams of business paper, and staples. The present balance of this account is $142,473.40. Vote to accept Clerk’s report was unanimous. Old Business: Clerk of the Board provided assistance to the faculty of the Elms College on October 12 and 13. 40 students residing in MA registered to vote and 25 applied for absentee ballots. New Business: Motion was made by Ms. DuBois, seconded by Mr. Kendall, and unanimously approved that Referendum Petitions be certified as presented by the Clerk. The Board received feedback from the Clerk of the Board regarding procedure for pre-registration for 16 year olds and early voting. Next meeting of the Board was scheduled for 5:00 p.m. on November 18 for the purpose of counting overseas and military ballots postmarked before or on November 8 (as required by MGL Ch. 54, 95 and 99).
