Meeting of the Board of Registrars of Voters was called to order at 9:00 a.m.
Present: Jacqueline A. DuBois, Alfred W. Kendall, Edward A. Rybak, Janina Surdyka
Minutes of the February 27, 2017 meeting were reviewed, approved as presented by the Clerk, and
placed on file.
Correspondence: - John Barr – Project Manager, Office of SOC – Block Boundary Suggestion
Program Verification
- Central Voter Registry – System Upgrades
- Passport Services – Off-site training
Motion was made, seconded, and carried to place correspondence on file and to provide assistance
to the U.S. Census Bureau in reviewing block boundary lines in preparation for 2020 Census.
Clerk’s Report:
The following nomination papers have been submitted to the Department and have their signatures
verified pending the Board’s certification:

During this fiscal year the Department collected $16,243.90 from passport applications and spent
$13,695.78 for labels, business paper, camera paper and ribbons, priority stamps, pens, pencils, and
print cartridge. Additionally, $11,000.00 was transferred to the Department Special Services
Account. The present balance of this account is $141,580.74.
Motion was made, seconded, and unanimously approved to accept the Clerk’s report as presented.
Old Business: Clerk informed members of the Board that Mr. Robert W. O’Neill, a second
participant of the Volunteer Tax Work-off Program, completed his service hours as of March 6,
opening and sorting census mail, identifying vacant properties and pre-addressing affidavits of voter
registrations.
New Business: members of the Board took the following action:
- Motion was made by Mr. Rybak, seconded by Mr. Kendall and carried that Nomination
Papers be certified as presented by the Clerk
The annual election took place with the following results: Motion was made, seconded and carried
to place the name of Jacqueline DuBois in nomination for the Chairperson of the Board. Motion
was made, seconded and unanimously approved to close nominations and Jacqueline DuBois was
elected chairperson of the Board. Motion was made, seconded and unanimously approved to re-
appoint Janina Surdyka as Clerk of the Board. Motion was made and seconded that Assistants
Registrar Barbara Galindo, Anna Kaczor and Denise Buckel be reappointed for another 1 year term.
Motion carried by unanimous voice vote.
Clerk informed members of the Board that on March 23, she together with Michelle Santerre, GIS
Director, attended Local Update of Census Addresses Workshop sponsored by Secretary Galvin’s
office. Presentation included new 9-1-1 emergency call system, maintaining complete and accurate
master address list, and our participation in Local Update of Census Addresses (LUCA) starting in
July, 2017.
Good of the Department: members of the Board decided to ask for support of Director of Human
Resources in upgrading pay scale for our Assistants Registrar since their positions have been
significantly underfunded for a long time as compared with surrounding communities.
Next meeting of the Board was scheduled for May 18 for the purpose of certifying Nomination
Papers.
Meeting adjourned at 10:05 a.m.
