Jacqueline A. DuBois, chairperson of the Board of Registrars, called the meeting to order at 9:05 a.m.
Present: Jacqueline A. DuBois, Alfred W. Kendall, Edward A. Rybak and Janina Surdyka.
Minutes of the April 6, 2018 meeting were reviewed and approved as presented by the Clerk.

Currently, office staff is in the process of mailing “Confirmation Notices” (postage pre-paid double
postcards) to voters who fail to respond to the Annual City Census as required by MGL Ch. 51, Sec.
37. Approximately 3,000 postcards will be mailed. Voters will be given the option to confirm
current address on Registrars’ file, provide new address or sign the statement that they no longer
reside in the City.
Registration statistics (including address and party affiliation changes) for the month of April are
as follows:

response to confirmation notice)
Letter requesting continuation of the Passport Revolving Fund was submitted on May 3. The
balance of this account was $145,784.91.
Motion was made, seconded, and unanimously approved to accept the Clerk’s report as presented
and to refer Nomination Papers to New Business.
Old Business: On May 9th the Clerk attended the Passport Training Seminar in Providence, RI.
The program included an overview of documentations needed for proof of citizenship and ID,
resources available to us when dealing with special circumstances, and annual re-certification test.
New Business:
- Motion was made by Mr. Kendall, seconded by Mr. Rybak and carried to certify
Nomination Papers as presented in Clerk’s Report.
- Members of the Board reviewed proposal for printing 2018 Street List Books and were in
agreement to order the same amount as in the previous years – 50 copies. The price for each
book will remain the same - $50.00 per book (MGL Ch. 51, Sec. 6)
- On the motion of Ms. Surdyka, seconded by Mr. Kendal members decided to hold Special
Voter Registration Sessions at Chicopee Farmers Market as time permits.
- Clerk informed members of the Board that the following Initiative Petitions (Round 2) are
being circulated:

Pet. C – Paid Family Medical Leave (Law)
Pet. D – Citizens Commission
Pet. H – Patient Safety (Law)
Pet. L – Reduce Sales Tax & Tax Free Weekend (Law)
Pet. M – Patient Safety Finance (Law)
Next meeting of the Board was scheduled for 9:00 a.m. on June 21 for the purpose of certifying
Initiative Petitions.
