M0-7 Ordered that the City Council accept the FY25 Formula Grant in the amount of Two hundred
twenty two thousand six hundred seventy five and 00/100 dollars {$222,675.00) from the
Commonwealth of Massachusetts Executive Office of Elder Affairs to the Chicopee Council on
Aging. Said grant is accepted in accordance·with M.G.L. Chapter 44 Section 53A.
M0-8 Ordered that the City Council accept the donations In the amount of Eight thousand one
hundred one and 00/100 dollars ($8,101.00) to the Chicopee Council on Aging for senior meals
for the month of October, 2024. Said donations are accepted in accordance with M.G.L. Chapter
44 Section 53A.
M0-9 Ordered that the City Council accept the donation in the amount of Five thousand and 00/100
dollars ($5,000.00) from Margaret and Hans Zyballa to the Chicopee Council on Aging. Said
donation is to be used for programming and it is accepted in accordance with M.G.L. Chapter 44
Section 53A.
10 -Resolution of the Chicopee City Council
· Requesting Safety and Traffic Calming Improvements on the Entrance Ramp onto the end
of 1-291 from Shawinigan Drive leading to Burnett Road
WHEREAS, the entrance ramp onto the end of 1-291 from Shawinigan Drive leading to
Burnett Road in Chicopee has become an area of concer"n due to excessive speeding and
. safety hazards and
WHEREAS, residents, commuters, and local businesses have reported significant safety
concerns related to high speeds, near-misses, and traffic flow issues, making this a critical
area for improvement and
WHEREAS, this entrance ramp serves as a significant access point for both local and
interstate travel, making its·safety and accessibility a priority for the City of Chicopee and
WHEREAS, the City of Chicopee is committed to ensuring the safety and well-being of its
residents and those who travel through the community.
NOW, THEREFORE, BE IT RESOLVED that the Chicopee City Council formally rgquests the
Massachusetts Department of Transportation (MassDOT) conduct a comprehensive
safety review of the entrance ramp onto 1-291 and Burnett Road and evaluate potential
improvements aimed at reducing traffic speeds and enhancing safety, such as traffic-
calming measures, signage, and structural modifications as needed; and
BE IT FURTHER RESOLVED that the City of Chicopee will fully support MassDOT in efforts
to assess and implement necessary modifications to improve traffic flow and reduce
safety risks at this location and
BE IT fl NALLY RESOLVED that copies of th.is resolution be sent to the Massachusetts
Department of Transportation, the Massachusetts State Legislature representatives for
the City of Chicopee, and any other relevant _agencies to enlist their support in this
matter.

11 A Zoning Committee report: Special Permit application under Chapter 275-67 for the purpose of
developing existing property for residential and commercial use. Project shall include the
addition of ten (10) new apartments on the second level of the exlsting'structure. Apartments
-consist of six (6) one bedroom, three (3) two bedroom and (1) studio units. First level will be
renovated to accommodate commercial establishments. Waiver requested-applicant requests a
