Councilor Shumsky stated will you apply for other parks? On MO-2, workmen's comp payments for 2024. Need the money to move forward. On MO-3, Barry Brouillard will be retiring on January 3, 2025, entitled to sick/vacation. Amount owed by contract. Councilor Wagner asked why do we keep taking from salary items? Mayor stated many positions open, makes sense to take from an open position. Working with HR to hire. Post jobs in different forums. Enhance technology. Mayor stated looking at pay parody. Carrying out daily basis of HR. Need HR director. Liz stated track wages in other local communities. Not underpaying, not enough licensed people out there. On MO-4, clean up problem properties. Working with code enforcement. Account needs to be replenished. On MO-5, staffing for a part time clerk. Lisa sanders stated took a while for HR to hire the person. On MO-6, self insured for those injured on duty. On MO-7, annual donation, thank the Friends. An asset to the community. On MO-8, any lease over three years needs council approval. Problem running mail during the election. On MO-9, Jim has been an extraordinary asset to the city for many years. Councilor Bala kier stated Jim is very professional, being in charge of Zoning he is a walking encyclopedia. Councilor Krampits stated echo, Jim is responsive, appreciate all the work. Councilor Wagner stated same sentiments, quick to answer. Very good at his job. On MO-11, Council or Laflamme stated every month we have to approve. On MO-12, Councilor Laflamme stated been there for many years. On MO-13, Cou ncilor Laflamme stated reappointment. On MO- 14, Councilor Pniak-Costello stated very fortunate to have Karen Rousseau serve on the Council on Aging. Thank the Mayor for reaching out to reta in her talent. Mayor stated wish everyone a happy, healthy safe holiday. Wish you all the best. Public Input-Councilor Shane Brooks made a statement, intend to refer item's number 26 & 27 to the License Committee. Lisa Bienvenue, 34 Everett Street at the License Committee meeting last night. Have been at multiple sub-committee meetings in the last year, there was discussion about who could be at the committee meetings. Members of the sub-committee shou ld be the only ones at the meeting. "Rules"  imparted by the council are not imparted across the board. Councilor Brooks stated plans did not go before planning because they were looked at in 2022. Pushed through quickly with limited information to the public. Last time there was a pay increase for themselves they had to redo. Have the right to look at and ask for more information. Tim Wagner, 210 Stebbins Street, Councilors attending sub-committee meetings attending and participating as long as they were not participating they can attend. They are citizens. Derek Dobosz, 70 Post Road, false scenarios that him and the neighbors are the reason Tesla fell through. Highly offended by a mailing that went out city wide. Saying one neighborhood is the reason taxes went up. Somehow if you don't approve this taxes will go up. If you gave the money from $400,00-$500.00 back to the taxpayers may be $4-$5 per household. Kevin Roberts, 45 Lafond Drive, 55 year resident. Travel Burnett Road several times a day. Object to addition of additional trucks to come or with a gas station/truck stop will be problematic. Last night there were people were in favor, have to live in that area to understand the traffic. Add in trucks to the area, is not the solution. Trucks make a wide arc to get in or out of parking lot. Petition for Mr. Patel for different use. Sam Newell 398 Front Street, read letter from Chicopee Chamber of Commerce by A.J. Crane. Please vote in favor of this. Seth Wilson, represent the residents of Burnett Road, was advocated for last night. Procedural license last night. Clients state make major traffic worse, on page 48 of the PDF says traffic will add to the intersection. Total number of trips. Study says will make a bad situation worse. Was based on a hotel not gas station/truck stop. Evidence was defeated in court. Kim Rodrigo, 49 Lord Terrace, should provide information. The study doesn't take into account crash data shows crashes are increasing. Not figuring in 2024, how can that suggest that will lessen the burden? MassDOT improvements were for a hotel. This is a truck stop. Will exasperate an already clustered area. Increase in police and fire. Laura Dossantos, 104 Fairway Drive, increased risk for all that travel that area. Echo the neighbors. All neighbors have asked. Kimberly Carter, 67 Kowal Drive, deeply loves and in invested in this community. Live directly across from childhood home, Neighbors who will drop anything, have a plumber, these people are what make the neighborhood special. Teach at Litwin, understand plans don't directly affect Burnett Road. Mother merges on to 291, hope drivers will see us. Should we build this gas station? Would this enhance the area? What we want and what we need is a local shop/restaurant. Thomas Murphy, represent Dinesh Patel, summarize the obvious. This is not a truck stop. Pilot is not a truck stop, 75 cars, 25 trucks. Will have a restaurant. Pilot would be on 291, because Pride is on Burnett Road trucks wait, stacking. Pilot would enter without ever going onto Burnett Road. This project received unanimous approval by the Planning Board. Each said the moratorium needed a solution. Generate substantial tax revenue. lziah Gomez, 276 Meadow Street, I am not against housing, I just don't want low income housing. That's what was quoted by a resident of Burnett Road. Thank the people who are working toward this. Minority developer is being discriminated by the wealthy on Burnett Road. This project benefits all of Chicopee, people vowed to keep them out of their neighborhoods. John Kivel, Maryland Avenue, lot of arguments pro and con. Been to many Pilot stations around the country. Has anyone ever stopped in a Pilot? Very clean. Problem with fact every time something is being built up there it is shot down. Was told the food bank couldn't move to Burnett Road. Problem every time they want to put something up there it is shot down. Can't let the property go undeveloped due to traffic and undesirables. Katie Laplante, 71 Angela Drive, vote no on proposed travel center. Voices should be the people in the area. This decision is not for the greater good of Chicopee. Not being proposed to improve or create job opportunities for Chicopee. There are the rest stops on the east and west side of the turnpike just 6 miles away. This will not bring anything good to the City of Chicopee. End of Kimberly, daughter drives to Ludlow, want a local restaurant. Kevin Laplante, Angela Drive, after 2022 two councilors recused themselves. Unless there has been some other reason they should still recuse. There should be nothing done until Councilor Shumsky's proposal has been confirmed. Supreme Court ruling attached 188-14 licenses may be granted. This is your decision. Notices are wrong and deceptive. Should be denied. Read the Pilot binder. Anika, to have Pilot travel center has 150,000 drivers in  all 50 states. Safer operations of motor vehicles. Important US Department of Transportation exits during times of high demand. Keep drivers safe and alert. Pilot proposed travel center will offer free parking. Richard Urban, father of two Chicopee teenagers. Do not need another one of these. For anyone that actually lives on our part of the city. Dump to that single lane. Would ask you should wife who is an educator at Bellamy Middle School have to double her commute time. Merging with 50 MPH traffic. Bring a restaurant, bring a hotel. Don't want to deal with it. Was designed for a hotel. Previous Police Chief spoke against this. From Chicopee police record logs. Pales in cost comparison to abnormally high waiting to fuel. Three parts of the city, get called names, NIMBY, if we get this. Jeanette Jez, 71 Fairway Drive, hard stuff. Look at all that has happened. Not sure if WMDC off East Main Street. Why have all these years passed. Residents are the ones trying to figure out the roads. Where was planning on all this? Here we are. It's all upside down. Where do you go? There is no budging either way. What brings in business. Lorraine Baron, 95 Cyman Drive, have empathy for people who do live in that area. Having two truck stops that close makes no sense. Should see how close it fits in. Residents are supporting the city with their taxes. Should not have to contend with increased traffic. Glen Laplante, 71 Angela Drive, remind you why it was denied in 2022. Pilot charges to park and show Mayor Kos put in a grant for a light at 1st Ave. Retired Police Chief Jebb said adding another truck stop there would add trouble. Thirty percent of calls are in blue area. DOT letter says can't take turn. Sent resolution to DOT for help. Companies on New Lombard Road, companies will not use their gas station. Asking nicely you to say no to this truck stop. Offered $100,000 by the proposed builder. Rebecca Wark, 20 Riverview Terrace, just because my address isn't Burnett Road doesn't mean I don't understand. More than adequate space for trucks and others. Food options, a place to rest and safety. City ability to invest in small businesses. In debt continue to decline in the community. Urge Ward Councilor Balakier to vote favorably for our future. Sharen Martel, 116 Sesame Drive, not much of a public speaker. Added pollution, two truck stops in one area, not a good neighbor. Several businesses with trucks running all day. Closed dump. Former Monsanto. Diagnosed with asthma at 68 years old, isn't right for Mr. Patel to get richer while we get sicker. Matt Przybylowicz, 186 Fairview Avenue, grew up on Burnett Road go the Pride there 3-4 times a week. Truck driver, abundance of accidents since the change of the entrance to the pike. Put in another stop will have more trucks. Coming in two stops. Will have entrance by AMF Bowling area there. Prime location but coming down the highway will be more trucks lined up down291. Boggles the mind when no one is thinking about safety with new construction. Someone with money can persuade this board. Gene Przybylowicz, 11 Caddyshack Drive, misspoke yesterday. Passionate speech. Not in favor of this dangerous situation. Don't entice more tractor trailers off the highway to get gas. They are going to sleep there. The first application everyone here was going to vote yes. Had to point out word for word about proposed Cumberland Farms on Grattan Street. Excuses the reason was to support the residents in the neighborhood. Vote like you did last time. Emmanuel, 59 Ludlow Road, lasting economic development. Thank you for the opportunity. Tax rate in Chicopee has created an over reliance on business, now is the time to act. Work to support minority owned businesses. Chicopee has potential, urge the council to vote to utilize properties. Investment/revitalization/create jobs. Together we can address changes, make the city prosperous. Brian Clark, 54 Dobek Avenue, recently moved back. In favor of Pilot, one resident wants to see this go through. Want to ask Council how many of you get amazon 7 Groceries? Safety is not about a gas station. We cause traffic, it is not about getting rich. Gone up against opposition. Bring good business to the city we live in. Slow down in your own neighborhood. Vote for this. Understand there is a divide. Put up cameras, watch all neighbors, California stop. Richie Patel, few things, make a few points. Family lived at this point for 15 years. People talk about a hotel, there is a Motel 6, crime. Pilot has very high standards. Whole point of Pilot take off Burnett Road. Accident data, partial solution. Mixed use development would burden the police more. Data was from October of 2024 busiest time of the year. Pollution, green, EV charging, coming off the highway. MassDOT reanalyzed the traffic pattern. Dinesh Patel bought the property in 2000, lived there for 15 years. Crossed 4 lanes every day, know the property, understand. Before the entrance will take traffic & DOT also sent a letter this is a sleep lane. Mass DOT location is controlled by MassDOT. Pilot is a travel center not a truck stop. Did not ask for a truck stop. Zoning by right for use as a travel center. Not asking for any tax deferment. Signed application to Planning Board. This type of business would bring too much confusion to the area. Javish Garcia, 120 Jean Circle, support for the project, worked with development with the city. Build up traffic issue. Don't live in a perfect world. Relieve pressure from Pride. Shut down businesses is sending the wrong message, let the city die out. Total quantity of all flammable liquids to be stored: 28,000. Total quantity of all combustible liquids to be stored: 48,000. Previous amount of gallons: 32,000; 25,000 gasoline, 7,000 diesel. Applicant - Chicopee Inn, Inc., 851 East Columbus Ave., Springfield, MA 01105. --Motion made by Councilor Brooks to receive and refer back to the License Committee. --Motion made by Councilor Brooks to approve the license with restrictions. Councilor Brooks stated some concern raised by public speaking, amount of time. Refer back for an additional hearing. Hear what others think. Councilor Shumsky stated if the will of the Council, vote on this tonight. Tone has not changed, not going to support this project. Lot of stipulations, care about residents on Burnett Road. Very attached to this area. Litwin School. Do love this ward, worked first job at Williams Park. Heard stigma of racism on Burnett Road, not racist, that is a blanket statement. Uncalled for, unfortunate. Harassment, threats, that has happened over the last two months. Not right. Should not happen. Should never happen again. First councilor since Keith  Rattell to look at the core problem with the moratorium. Nothing has improved. Hope the first of the year cost estimate to improve, long overdue, needs to be done. Opportunity to see cars that were involved in the fatality. Lot of stipulations/being groomed. Am my own person. Make my own decisions. Listen to the residents, door knocked the neighborhood. It's cold out. Councilor Wagner stated this has been one of the most stressful weeks of my life. Had a co-worker ask if ok7 Fielded hundreds of calls, both in favor and against. Have the agree that the way the people have been representing themselves by making accusations has called into question the desire to serve. Given a lot of thought. Near unanimous support outside. Near unanimous opposition/against within the ward. Believe we have to show we are business friendly. Important to show at least open to the possibility of new growth. Really am sad about the whole process. Sad that this is what this has come to in Chicopee. Councilor Arriaga stated like to see this moved forward tonight. Represent my ward. Not an easy decision. Disrespect the way spoken to over the weekend. Am here to represent my ward. Voting for ward one tonight, all in good intentions. All human beings with families. Heard you. Councilor Pniak-Costello stated thank the residents, business people. Teaching moment. Taxes are very important. We have to do better at looking at how we set our tax rate. Want more businesses. Not business friendly. Fair taxes, not spending foolishly. Have a surplus between free cash. Can you do better so residents can afford to stay here. What about Center Street. Why can't we do that? Will compliment the Mayor on Westover, WMDC, Johnson Drive. Infrastructure streets, will bring quality jobs. Without you we don't learn. Councilor Shumsky said he was going to vote. In 2022 voted with the councilor, took initiative. In ward nine got a lot of calls that want this development. This is not the first time people have been threatened. Councilor Courchesne stated was here to observe, applicant can pitch his thing. Applicant isn't limited to three minutes. Not the same thing. Evidence against meeting with Mr. Patel. Never met until yesterday. Influence was made at the tax classification meeting. We can't lower taxes, can only go up as little as possible. Small business owner can't afford taxes. Councilor Goff stated want to say for this project, feel bad for the residents, feel bad for Councilor Shumsky. Everyone is for this project, not just the taxes, it is the local economy. Attracting customers in the area. Live off Chicopee Street, more people were killed on Chicopee Street than Burnett Road. Was voted to represent my ward. Can't make it impossible for business to open. Councilor Labrie stated thank you all for coming. Two years ago when this came up, when the flyer went out we were getting calls. Need to retain police, fire, teachers. Where should we cut first? People ask what's the difference between two years ago and now? Think the ramp may help. Think police and planning may help. Councilor Shumsky is working on traffic improvements. Nice clean travel center would be good for the city. Most calls since the situation in Aldenville. No intersection that could handle the traffic. Believe most traffic in ward eight. Years ago people had one car. People don't have three and four cars. For this tonight. Councilor Bala kier stated interesting, difficult. Some are diametrically opposed to change. Councilor Shumsky is young and bright. He went through a lot. It's not right. We can disagree but in a civil manner. Last night, some ranges, project $407,750/personal property $100-150,000, $500-600,000 based on FY25. If there is no commercial growth falls on the backs of the taxpayers. We lost the Tesla, concessions made to bring the project to fruition. DOT has modifications to the roads. Small businesses are pleading for tax relief. Councilor Roy stated thank everyone for coming. Haven't changed stance will back Councilor Shumsky and the residents. Hope Mr. Patel will keep up there. Councilor Wagner stated what was put out about Jeffrey Trask was misquoted. Read the post from Facebook. Councilor Brooks stated potentially two votes. If the first vote fails to refer. Think people have been very eloquent on their feelings,  move the vote on. Councilor Laflamme stated thank the police department for showing the council all of the progress. Center, matter of doing what's right. Thank all the Councilors. Councilor Pniak-Costello stated thank the Chief and the entire department, enhancing with modern technology. Motion passed through all stages by a unanimous roll call vote. MO-1 A Resolution to file and accept grants with and from the Commonwealth of Massachusetts, Executive Office of Energy and Environmental Affairs for the Parkland Acquisitions and Renovations for Communities program for improvements to Sarah Jane Sherman Park. --Motion made by Councilor Arriaga to receive and pass. Councilor Arriaga stated fantastic way for us to get our parks in shape, updated and safer. All residents use parks, kids play sports there. Hope to see more of this there. Councilor Goff stated in ward, all inclusive park, thank the parks department for this. Councilor Courchesne stated parks department do a great job of finding these grants. Slowly going through the city can't do all at once. Councilor Zygarowski stated will be reimbursed $500,000, have a great park system in our city. Hope to some day see this done at Szot Park. Councilor Balakier stated met with the prospective applicant, more questions, refer back, read the reasons above. Councilor Wagner asked what were the concerns? Councilor Balakier stated site plan that was given, on one area with designated parking. Seemed to belong to the auto body license. Consensus better plan, more specific was needed. Councilor Shumsky stated letter on behalf of council, close the back gate. Councilor Labrie stated leak in the ground, emergency, starting on retaining wall. Councilor Courchesne asked has anyone referred to the Fire Department? Councilor Labrie stated one way in the morning, took seven weeks to get a meeting. One lady has complaints. Councilor Arriaga stated the flashing stop lights did make a difference. Fire & Police have a key. Parents get notified no back gate. It is randomly opened even at night. Confusing, accidents/speeding one thing at a time. Difference with radar sign. Councilor Pniak-Costello stated group did a great job together. Hope to improve signage city wide. Councilor Zygarowski stated gone down there many times, sometimes the gate is open, sometimes it is closed.
