On MO-1, short on funds at the CMG, extensive need for repairs to equipment primarily trash trucks. CMG services all departments throughout the city, building into the budget. Councilor Pniak-Costello asked how many new trucks have been ordered? Liz Batista answered three, only received one, lot of wear and tear on these, they work every day. On MO-2, self-insured, injured on duty. On MO-3, for new hires, 11 recruits and training, 7 from the previous class. On MO-4, 17 radios for repair, 11 for new recruits. Chief Major stated discount from WestComm originally. On MO-5, for vests and will apply for a grant, chief stat ed get half reimbursement from Federal, half from State. On MO-6, to replenish claims and accounts, issue to make whole without going to small claims court. Councilor Pniak- Costello stated committee is here, realize the impact of the account. On MO-7, Laurie Goff is retiring, thank you for all the years of service. Compliance with EPA. On MO-8, Angel Quinones is retiring, contractual sick buy back. Code enforcer, will be missed. On MO-9, monthly acceptance for the senior center. Mayor stated public hearing about the 391 Vietnam Veterans Bridge replacement. MassDot is having a public hearing. Attend the parade, excited about contingent. Chicopee is passionate about our community. Public Input-Derek Dobosz, 70 Post Road, former ward 6 city councilor. Thank Dr. Girouard for his long service to the city. Human Resources report: limited knowledge, report suggests hiring a Human Resources Director from outside. Mayors office said the Councilors were not given this report, why would the Mayor withhold the report from the Council and the hiring committee? No salary posted, no benefits, no resume. Position should be reposted. If the new Human Resources Director is appointed, she would be the fifth director in three years. Look very closely. Lisa Bienvenue, 34 Everett Street, land of milk and honey here. People say she's negative on the city, if she didn't care about the city wouldn' t come to meetings. $120,000 in truck repairs. Putting platforms in the Human Resources department. Are we into the computer age for tracking our assets? De we use tracking for preventative maintenance? Looking for low emission vehicles? How you get vehicles and how they are registered. Putting money aside to move us forward? Tracy Dec, 5 Jeanette Drive, kennel proposed at 17 Jeanette Drive oppose the request. Live next door for 18 years. Kennel would negatively effect the area. Excessive amounts of dog barking already at the address. Work from home. Work is affected. Small parcel of land. Kennel license would be bad. Home is being used as a boarding house, neighbors shared concerns. Sue Nimchick, 362 James Street, heard of Paul Winspear, met him a couple of times. Could tell he had integrity. Glad to see Derek Dobosz, head turned to him. Fortunate to have insight. Duty, service, and represent. See, hear or know, duty is service representation. Better than silence or speak up. Critical resources, better, best easy with knowledge and facts. Last meeting Councilor Brooks stated 25 cars, vote went against Brooks. Landlord said 27 tenants called him. Mary Beth Costello, 66 Voss Avenue, commend the Police Department. Over the weekend the neighborhood had several wild animals that were sick. C-1 Communication: Dear Mr. Laflamme, I am sorry to announce that I will relinquish my position as a library trustee effective March 31, 2025. As of that date, I will no longer be a resident of Chicopee. I have truly enjoyed the many years that I have served in that capacity. The Director and the Assistant Director do an outstanding job, and the trustees are very committed to faithfully monitoring the direction of the library. Councilor Pniak-Costello stated asked for this because there are residents concerned. Councilor Courchesne stated brought up two years ago, already discussed in committee. Councilor Pniak- Costello stated reason being brought up is very narrow street. Parking for a bar, bar patrons come in and residents can't park. If it's already been discussed, I can tell the neighbors. Councilor Laflamme stated I will vote no, was hashed out about a year ago. Business pays taxes, renter pays taxes. Same problem on many streets. Maybe put signs up instead. Councilor Pniak- Costello stated appreciate the possible signage. Change to public works. Councilor Laflamme stated send to Engineering to review. Councilor Kram pits stated general order, reach out to Engineering see what the feedback is. Councilor Courchesne has been working with the parks department, redundant. Leave up to the chair of recreation. Encourage everyone to go to ward parks. Send to the chair. Don't want to have meeting placed on file. Councilor Shumsky stated stress please go talk to the Superintendent of Parks Ben Strepka, getting new things at Williams Park. Departments work all day then we ask them to come here. Councilor Pniak-Costello stated very happy the issue on the updates of fields will be addressed. Advocate for good fields. In favor, had a conversation with Liz about the order and the increase. Will present same format as with commissioners. Sometimes the rates do go up.
