Prepared budget in March, did this in June. On MO-3, increase in sewer charges paid to Ludlow for BlueBird acres. On MO-4, bill from last year. Liz Batista stated already accounted for in a PO but closed before the final bill was paid. On MO-5, self- explanatory, Councilor Balakier stated happy to see this, some studies show public schools have been targeted for cyberattacks. Councilor Roy asked do we have a value on this? Mayor stated to educate employees. Councilor Wagner stated see tickets like this on a daily basis. Training is essential. On MO-6 city is self-insured. On MO-7, thank Susan for her generosity. Will help with Autism Awareness. On MO-8, donation, thank Brian. On MO-9, yellow house, sewer easement access from the street behind Prospect. Vetted by Planning and Engineer. On MO-10, Mark has been a longtime city resident, 35 year service member. Thank you for your time. On MO-11, every month for programming. On MO-12, monthly donation. Mayor stated the Barry School Commission is holding a meeting. Invite the community, will answer all questions. Obstacles with the wetlands, soils and Article 97. Secondary site Szetela, make sure everyone is informed. Get message out to the community. Representatives will be there. Public Input-Lisa Bienvenue, 34 Everett Street, noted something interesting on the agenda, communication from Councilor Shumsky. Concerns because at the Rules Committee there was a communication from Councilor Wagner but it wasn't read. Doesn't seem to be fair, not a consistent rule. Appears to the public everyone will have an answer. Have not heard wh en the budget hearings will be. The treasurer mentioned budget was worked on in March, assume it's being worked on now. Spending is key right now. Hope the hearings won't be late in May, early June. Ted Tudryn, 139 Blanchard Street, happy the city is working on the infrastructure, potholes are getting bigger, Fire, Police, ambulance, busses safety issue. If there is any money to get this done should be done. Think outside the box. Each ward get a volunteer force, people ready to go. If you don't want the volunteer force, had mutual aid for Fire possibly get DPW mutual aid. Hope you take that into consideration. Patricia Cook, 55 Beaudry Avenue, on #34 parking prohibited in front of her house, already have parking only on one side. Have lived this way for years. Lived here for 46 years, hazardous to have no parking on both sides of the street. Julie L'Heureux, 58 Carew Street, three points, better visibility on what we're doing. Water department came about rates. Potholes have become a safety issue. Need to address. Thought the former library was completed by April. Is it going to cost more? Mary Beth Costello, 66 Voss Avenue, budget comment, Sharyn Riley has spent many hours with me getting the budget moving. What we can expect. Dirt bikes, great initiative. Sue Nimchick, 362 James Street, lovely keeping a scoring notebook. Years since came back to the Council. Always meant to say thank you to ambulance service. Last week the councilors harmonized Ziggy's see something say something. Vote based on facts. Not negative, invaluable. Councilor can not speak out one time, one single time. Sos representative, life voter, taxpayer. You have documents. Bring up relevant points. Patrick Higgins, "Open Meeting Law Enforcer", why can't we get list of exhibits with the minutes. C-1 Communication: Dear President Laflamme, I wanted to share a concern that I believe is important for us to address as a Council. Lately, there have been a number of situations where decisions or discussions have moved forward without including the councilor from the ward who will be directly affected. To be blunt, it's frustrating, and it's not how we should operate as a body that values transparency and collaboration. We all do our best to represent our constituents, and part of that is being kept in the loop when something impacts our specific districts. When that doesn't happen, it undermines our ability to serve effectively and sends the wrong message to the people we represent. I'm asking that we reinforce our commitment to keeping each other informed-especially when ward-specific matters arise. A quick heads-up or loop-in can go a long way in maintaining trust and ensuring we're all pulling in the same direction. I appreciate your leadership and help in ensuring our process is as inclusive and respectful as it should be. Thank you, Samuel R. Councilor Arriaga stated Chapter 90 project, will help the streets. Councilor Courchesne stated thanks to Superintendent Batista, found a way to do it on both sides. MO-5 Ordered that the City Council accept the 2025 Municipal Cybersecurity Awareness Grant from the Commonwealth of Massachusetts Executive Office of Technology Services and Security to the City of Chicopee and Chicopee Public Schools. Said grant will improve overall cybersecurity  posture through end-user training, evaluation, and threat simulation and it is accepted in accordance with M.G.L. Chapter 44 Section S3A. --Motion made by Councilor Roy to receive and pass. Councilor Roy stated will improve overall cybersecurity. Councilor Pniak-Costello thanked everyone involved in this grant. Will benefit the city and the schools. Councilor Balakier stated did a lot of studies that there have been a lot of cybersecurity attacks at schools. MO-6 Mayor's appropriation of Twelve thousand two hundred twenty six and 79/100 dollars ($12,226.79) to the following named account: Human Resources Special Account for Indemnification of Police and Fire from available funds in the Undesignated Fund Balance "Free Cash" account. --Motion made by Councilor Labrie to receive and pass. MO-7 Ordered that the City Council accept the donation in the amount of Two hundred fifty and 00/100 dollars ($250.00) from Susan Martinez to the Chicopee Police Department. Said donation will be used toward the Autism Program and it is accepted in accordance with M.G.L. Chapter 44 Section 53A. --Motion made by Councilor Balakier to receive, pass and the donation accepted. MO-9 Be it Ordered that the Mayor be authorized to acquire certain interests in parcels of real estate currently owned by Westover Shops, LLC and located on land adjacent to James Street as described in the attached draft assignment and easement plan for the purposes of maintaining city infrastructure. --Motion made by Councilor Courchesne to receive and pass. Councilor Courchesne stated sewer connection away from Prospect Street. Councilor Pniak-Costello stated yellow house, Memorial Drive to maintain the city infrastructure. M0-12 Ordered that the City Council accept the donations in the amount of Seven thousand two hundred and 00/100 dollars ($7,200.00) to the Chicopee Senior Center. Said donations are for senior meals for the month of March, 2025 and they are accepted in accordance with M.G.L. Councilor Zygarowski absent. 13 A favorable Finance Committee Report: Ordered that the sum of Twenty six thousand four hundred seventy six and 00/100 dollars ($26,476.00) be and hereby is appropriated to the following named account: City Hall Maintenance Special Account for Fire HQ Apparatus Floor Repair. Said amount is to be taken from available funds in the Undesignated Fund Balance "Free Cash" account. --Motion made by Councilor Labrie to receive and pass. Councilor Zygarowski absent. 14 A favorable Rules Committee report: Be it ordered that a petition to the General Court, accompanied by a bill for a special law relating to the recall of any holder of elective office in the City of Chicopee to be filed in the General Court with an attested copy of this order, be and hereby is, approved under Clause (1) of Section 8 of Article 2 of the Amendments to the Constitution of the Commonwealth of Massachusetts, so that the attached Legislation be adopted precisely as follows, except for clerical or editorial changes of form only: An act relative to the recall of any holder of elective office in the City of Chicopee. Be it enacted by the Senate and House of Representatives in General Court assembled, and by the authority of the same, as follows: SECTION 1. Any holder of an elective city office in the City of Chicopee may be recalled from office for any reason by the registered voters of the city as provided in this act. 1. Office Elected by Voters at Large - Two Thousand or more voters may file with the board of registrars of voters an affidavit containing the name of the officer sought to be recalled and a statement of the grounds for recall. 2. Office Elected by Voters by Ward - Five hundred or more voters may file with the board of registrars of voters an affidavit containing the name of the officer sought to be recalled and a statement of the grounds for recall. The signatures on such affidavit shall contain the names only of voters in the ward from which the officer was elected. 3. At Large or by Ward - The City Clerk shall immediately forward the recall affidavit to the Registrar of Voters for verification of signatures, The Registrar of Voters shall verify the signatures on the initial recall affidavit within 14 calendar days of receipt of the initial recall affidavit. If the initial recall affidavit is found to contain a sufficient number of verified signatures, the City Clerk shall deliver to the first 10 registered voters. who signed the affidavit a formal numbered and printed recall petition sheet with the City Clerk's official seal and addressed to the City Council demanding the recall and the election of a successor to the office. The 10 registered voters of the city to whom the City Clerk delivered recall petition sheets shall have 30 days from the date of delivery of the recall petition sheets in which to file their signed recall petition sheets with the City Clerk. To proceed with the recall election, the City Clerk shall receive within 30 days from the date of delivery of the recall petition sheets, the required number of signed recall petition sheets containing the signatures, names and street addresses of at least 25 percent of the registered voters of the Ward or the City, as is appropriate, as of the date the signed recall petition sheets are delivered to the City Clerk. Within 5 working days of receipt of the recall petition sheets, the City Clerk shall submit the recall petition sheets to the Registrar of Voters and the Registrar of Voters shall verify the number of signatures which are names of registered voters of the City. If the total recall petition sheets shall be found and certified by the Registrar of Voters to be sufficient, the certified petition shall be submitted with the certificate of the City Clerk to the City Council without delay. The City Council shall give written notice of the receipt of the certified petition to the officer sought to be recalled. If the officer does not resign within 5 calendar days  of the date notice, then the City Council shall promptly order an election to be held on a date fixed by them not more than 90 days after receipt of the certified petition. If any other city election is scheduled to occur within 100 days after the date of receipt of the certified petition, the City Council may postpone the holding of the recall election to the date of the other election and may include the question of recall on the ballot for that other election. If a vacancy occurs in the office after a recall election has been ordered, the election shall nevertheless proceed as provided in this act. An officer sought to be recalled may be a candidate to succeed the officer in an election to be held to fill the vacancy. Unless the officer requests otherwise in writing, the City Clerk shall place the officer's name on the ballot without nomination. The nomination of other candidates, the publication of the warrant for the recall election and the conduct of the nomination and publication, shall all be in accordance with the law relating to elections, unless otherwise provided in this act. Recall of One or more Office Holders: The question of recalling any number of officers may be submitted at the same election. For each officer whose recall is sought there shall be a separate ballot. The nomination of candidates to succeed an officer whose recall is sought, the publication of the warrant for said recall election, and the conduct of such election, shall all be in accordance with the provisions of the General Laws. The incumbent shall continue to perform the duties of the office until the recall election. If the incumbent is not recalled, the incumbent shall continue in office for the remainder of the unexpired term. If not re-elected in the recall election, the incumbent shall be considered removed from office immediately and the office vacant. An initial recall affidavit shall not be filed against an officer within 6 months after the officer takes office or within the last 6 months of the term. In the case of an officer subjected to a recall election and not recalled, a new recall affidavit shall not be filed against that officer until at least 3 months have elapsed after the election at which the previous recall was submitted to the voters of the Ward or the City. Recall Election Ballots Ballots used in a recall election shall submit the following propositions in the order indicated: For the recall of {name of officer) Against the recall of {name of officer) Immediately to the right of each proposition there shall be a square in which the voter, by making a cross mark {x), may vote for either of such propositions. Under the proposition shall appear the word "Candidates" and the direction "Vote for One" and beneath the names of the candidates nominated as hereinbefore provided. SECTION 2. So much of the charter of said City and of the amendments thereto as is inconsistent herewith is hereby repealed. SECTION 3. This act shall take effect upon its acceptance by a majority of the qualified voters of the City of Chicopee, present and voting therein at the state election in the current year and shall be known as Article VIII Section 66 of the Charter of the City of Chicopee. Language removed Any elected official that is indicted for a crime punishable by imprisonment, shall be placed on paid administrative leave until the resolution of the case. If said elected official is convicted of a  crime punishable by imprisonment, they shall be terminated per Chapter 435 of the Acts of 2014. Councilor Krampits stated don't know how this was in committee. Councilor Brooks stated referred because there was a proposed change, didn't show to two committee meetings. Invite - Board of Health, Building, Law Department and DPW. --Motion made by Councilor Krampits to place on file. Councilor Krampits stated good meeting, Mayor's office does post. Number of calls received. Councilor Pniak-Costello stated very important meeting, sidewalks not shoveled in a reasonable amount of time. What we can do to improve this. Affects disabled people, enforcement has to continue. Councilor Arriaga stated spoke, they say they only received two to three calls. Councilor Shumsky stated ask CEL to send notices with electric bills. MassDOT is sometimes not responsive. Councilor Wagner stated if you have the ability to check on neighbors who don't have the ability this would help. People can't always clean it up themselves. Motion passed. Councilor Zygarowski absent. 26 A favorable Ordinance Committee report: Be it Ordained by the City Council that the Code of the City of Chicopee for the Year 1991, as amended, be and is hereby further amended as follows: Delete Sections F and G of Chapter 188-7 Junk Collectors' and pawnshop licenses And Insert in Place Thereof Chapter 188-7 Junk Collectors' and pawnshop licenses Sections F, G, H, I, J, K F. Every keeper of a shop for the purchase, sale or barter of junk, old metal or secondhand articles and every pawnbroker within the limits of this City shall keep an electronic record in which shall be documented, at the time of every purchase or upon the receipt of any article, a description thereof, which shall include, but shall not be limited to, all distinguishing marks, etchings, engravings, model names, model numbers and serial numbers, the full name (first and last), date of birth, license or state/government ID number and residence of the person from whom, and the day and hour when, such purchase or receipt was made, and such electronic record shall at all times be open to the inspection of officers of the Chicopee Police Department and of any person authorized to make such inspection. G. The license holder shall photograph any and all items pawned, sold, pledged, or otherwise deposited with the license holder. The required photo shall be clear and of  such quality that the item(s) shall be clearly identified. The photographs shall be stored in a digitized format and the image must be retrievable and a clear copy provided to police upon request. The above-described photos shall be maintained by the license holder for a minimum of three years. H. Every license holder shall allow _a representative of the New England State Police Information Network (NESPIN) to enter his shop and install the software necessary on the shopkeeper's computing device to allow the shopkeeper to electronically transmit a record of his/her transactions. Within the first hour of every business day, every shopkeeper shall transmit a record of his/her transactions from the prior day. The record transmitted must include the information included in sections E and§. of this section. I. The license holder shall accurately describe all items pawned, sold, or pledged with the license holder. This description shall include, but shall not be limited to, all distinguishing marks, etchings, engravings, model names, model numbers and serial numbers. Any jewelry with an affiliation to any institution or organization shall include the name of said institution or organization, year, and inscribed initials, if any. Any and all descriptions of items of jewelry shall include the material, size (if applicable), weight, length, shape, and color. Descriptions of coins, stamps, collectible cards, autographed items, figurines, or other collectible of any description shall include any identifying features such as the name of the items, date, denomination, color, size, brand name, vintage or image represented. All items pledged, sold, or pawned with the license holder must remain intact (i.e., precious stones in jewelry or data on electronic devices) until such time that they may legally change ownership. J. The license holder shall photograph the customer making the transaction with the license holder, along with a photograph of the required customer license or state- /government-issued ID. The required photographs shall be clear and of such quality that the customer and required license or state-/government-issued ID is clearly identifiable. This information shall be maintained according to section .I:!, K. Dealers in secondhand books, clothing and furniture exempt. Hawker and peddler - Includes any person, either principal or agent, who goes from town to town or from place to place in the same town selling or bartering or carrying for sale or barter or exposing any goods, wares or merchandise, either on foot or from any animal or vehicle. (See MGL c. 101, § 13.) Door-to-door sales - The in-person solicitation of sales of goods or services for present or future delivery by entry upon residential property or soliciting a person, located on residential property, from a street, sidewalk, or other adjacent property without prior invitation of the person to be solicited. This includes charitable and non-profit organizations. Flea market - Includes a market, indoors or out of doors, where new or used items are sold from individual locations, with each location being operated independently from another location. Items sold include but are not limited to household items, antiques, rare items, decorations and used articles.[Added 2-2-1999 by Ord. No. 99-6] B. Transient vendors. a. A transient vendor, before selling goods, wares or merchandise in Chicopee, must apply to the City Council for a license and must file a true statement of the average quantity and value of the stock kept or intended to be kept or exposed by him for sale. The City Council may, however, waive the filing of such list and fix a license fee in its discretion. (See MGL c. 101, §§ 1 through 12.) [Amended 9-1-2009] b. Transient vendor group licenses. [Added 10-20-1992 by Ord. No. 92-72] (a) A transient vendor group license is a license that may be issued for a group, wherein one license only shall be required for the individual sellers involved  (e.g., trade shows, dealer shows and the like). (b) All such licenses shall be issued for a fixed period of time only and, where the time is not specified, shall be limited to a two-day period only. (c) When a transient vendor group license is issued, only one license shall be issued for all sellers involved. The license involved must, as the circumstances dictate, either provide or keep for inspection purposes (and provide to the City for any future enforcement needs) accurate records of all sellers participating in any such show. Such records shall at a minimum provide a name and address wherein any sellers participating may be reached or served. ( d) Size of group. Unless otherwise stated on the license, the size of the group involved shall be limited to 10 or more vendors or sellers. (e) License fees. The fee for such a group license shall be as follows: [I] One to nine vendors: $25 per day per vendor. [2] Ten to 25 vendors: $20 per day per vendor. [3] Twenty-six to 49 vendors: $15 per day per vendor. [4] Fifty to 100 vendors: $10 per day per vendor. (f) One person or designee representing the group must be named as the agent for compliance with this chapter and be responsible for the group. C. Hawkers and Peddlers 1. Hawkers and peddlers may sell without a license newspapers, religious publications, ice, flowering plants and uncultivated flowers, fruits, nuts and berries. 2. A license shall be required by hawkers and peddlers of meats, butters, cheese, fish and fresh fruits or vegetables. These would also include hot dogs, hamburgers, meat sandwiches/ grinders, ice cream, flavored ice, and all other food items and snacks. This does not apply to City owned and operated ice cream trucks. a. Upon the granting of a license, the Council may impose restrictions and conditions as to the operation of the business concerning hours of operation and/or other restrictions and conditions which the Council decides are necessary to protect the citizens of the City of Chicopee. b. An applicant seeking a license to operate an ice cream truck within the City of Chicopee shall be required to comply with the requirements of MGL c. 270, § 25, and 520 CMR 15.00, including, but not limited to, providing the City with permission to obtain a CORI information from the Board of Probation as detailed in MGL c. 6, § 172B 1/2. Failure to comply with the requirements of MGL c. 270, § 25, and 520 CMR 15.00 may result in a fine of $150 for a first offense; $250 for a second offense; and $500 for a third or subsequent offense. 3. Hawkers and peddlers may not sell jewelry, fruits, wines or spiritous liquors or, except under temporary licenses, small artificial flowers or miniature flags. (See MGL c. 101, § 17.) 4. This section relating to hawkers and peddlers does not apply to wholesalers or jobbers selling to dealers only or to persons selling by sample or otherwise for future delivery or to fuel oil dealers who do not solicit direct sales from house to house or by outcry, sign or signal or to persons selling fish or farm products obtained by the labor of  himself or his family or to persons selling for charitable purposes under MGL c. 101, § 33, or to persons licensed under MGL c. 94, § 40, to sell eggs, milk and milk products. (See MGL c, 101, § 15.) 5. This section does not apply to costume jewelry with a value of not more than $10 per piece made by a nonprofit or charitable organization. (See MGL c. 101, § 16.) 6. No street or alley shall be blocked by any merchandise offered for sale hereunder. A two-foot passageway for pedestrians shall be left open, and merchandise shall be securely and adequately placed so that it will not endanger passersby or fall or extend into any street or alley. Such sales shall not be operated in any manner which would cause a nuisance or create a fire hazard. 7. The Police Department shall make sufficient inspections to ensure compliance with this section. D. Door to Door Sales 1. License required. No person shall engage in the activity of door-to-door sales, as defined in this article, within the City of Chicopee, unless they have received a license from the Chief of Police or their designee. 2. Qualification of licensee. The Chief of Police or their designee shall have authority to grant one such license to any person of good repute for morals and integrity who is a citizen of the United States or permanent resident. 3. Duration of license. Licenses shall bear the date of the day on which they are issued and, unless sooner revoked by the Chief of Police or their designee, shall continue in force for one year from such date. 4. Hours of solicitation; noise-making instruments. a. It shall be unlawful for any person to peddle or solicit before the hour of 10:00 a.m. of any day or after the hour of 6:00 p.m. of any day. b.No person shall cry any wares or ring or cause to be used any noise-making instrument in any street, to the disturbance and discomfort of the inhabitants thereof, for the purpose of advertising or for giving notice of the exercise of a business or calling, or of the sale of any article. 5. Disturbing peace by crying wares prohibited. No person hawking, peddling, soliciting or carrying or exposing for sale any articles shall cry their wares to the disturbance of the peace, and comfort of the inhabitants of this City. 6. Peddling or soliciting when certain signs posted prohibited. It shall be unlawful for any peddler or solicitor or any person pretending to be a peddler or solicitor for the purpose of peddling or soliciting or pretending to peddle or solicit to ring the bell or knock at any building whereon there is painted, affixed or otherwise displayed to public view any sign containing any or all of the following words: "No Peddlers," "No Solicitors" or "No Agents," or which otherwise purports to prohibit peddling or soliciting on the premises. E. Flea Market. A license fee for a flea market shall be $500 per year. Each licensee shall be requested to keep accurate records of the names and addresses of each flea market seller, together with a brief description of the type or types of merchandise offered for sale by that seller. F. Charitable Events. 1. No person or organization shall hold a charitable event, as defined in this article, without obtaining a license from the Chief of Police or their designee. 2. The applicant must disclose the organization, sponsor and benefactor of a charitable event and provide a date and a time when the event is to take place and where the event is to be held. 3. Means of identification must be made available and open to the viewing public with the accompanying license. 4. "Charitable organizations" are nonprofit organizations formed for civic, charitable, or other public purposes and not for personal financial gain. "Charitable events" are an event sponsored by a charitable organization to raise funds for said charitable organization. 5. The penalty or fine for any individual, group of individuals, corporation or association found to be in violation of this chapter shall be $SO for each and every violation, and each day or portion of a day soliciting without an authorized license shall be considered a separate violation. 6. "Soliciting," as used in this section, shall be restricted in meaning to the seeking of money without the providing of anything in return. "Soliciting," as defined herein, is not intended to cover charitable organizations who provide some item in return for a fee such as poppies, badges, etc. 7. Licenses shall be limited by time and general location. G. Issuance and Revocation of Licenses under this Chapter 1. Fees. Each person or organization shall pay a fee of $25 to apply for said license except as otherwise stated in this Chapter. 2. Exhibition of license on demand. Any licensee who fails, neglects or refuses to exhibit their license when the same is demanded of them by a police officer shall be subject to the same penalty as if they had no license. 3. Licenses issued by Commonwealth. Nothing in this article shall be construed as conflicting with any license issued under the authority of the commonwealth. 4. Revocation of license. Any license granted under this article or any ordinance may be revoked by the Chief of Police or their designee. 5. Violations and penalties; enforcement. Any person who violates a provision of this article shall pay a fine of $50 for each day on which the violation is committed, continued or permitted unless otherwise stated in this Chapter. 6. Registration and license required. a. It shall be unlawful for any person to peddle or solicit without having complied with the provisions of this section. b. Every person or charitable organization who desires to peddle or solicit shall register in a registration book provided for that purposes in the Police Department their name and address, the name and address of the person or organization whom they represent, the names and addresses of at least two references as to their moral character, honesty and integrity, a brief description of the nature of the business in which they are engaged, and the kind of goods or property to be peddled or solicited for, if any, and such person shall furnish their fingerprints and thumb prints, to be taken by the Police Department. Such registrant shall also furnish to the Police Department a photograph of themself, taken within 60 days immediately prior to the date of the registration, which picture shall be two inches by two inches showing the head and shoulders of the registrant in a clear and distinguishing manner; also, a statement as to whether or not the registrant has been convicted of any crime, misdemeanor or violation of any provision of this Code or other municipal ordinance, the nature of the offense, and the punishment or penalty assessed therefor. c. Such registration shall be valid for a period of one year, unless it is for a charitable event, and such person must register at the end of each year period. d. As evidence of compliance with the provisions of this section, the Police Department shall issue to each person who complies a license which shall show the name and address of such person, the name of the person they represent or by whom they are employed, if any, and the kind of goods or property to be peddled or solicited for. 7. Exhibition of license on demand. Every solicitor, peddler or charitable organization shall at all times while engaged in peddling or soliciting have in their immediate possession the license issued to them under the provisions of this Chapter and when so peddling or soliciting shall display the same upon demand of any police officer of the City and upon demand of any person to whom they are peddling or soliciting. 8. Licenses not to be assigned or transferred Licenses issued pursuant to this article shall not be assigned or transferred, nor shall they be used by any person other than the person to whom they were issued. 9. Revocation of licenses; hearing. Licenses issued pursuant to this Chapter may be revoked by the Chief of Police of the City, after notice and hearing for any of the following causes: a. Fraud, misrepresentation or any false statements made to the Police Department in furnishing the information required. b. Any violation of this article. c. Conviction of the license holder of any felony or crime involving moral turpitude. d. Conducting the soliciting or peddling in an unlawful manner or in such a manner as to  constitute a breach of the peace or to be a menace to the health, safety or general welfare of the people of the City. 10. Notice of the hearing for revocation of a license shall be given in writing stating the grounds of the complaint and the time and place of the hearing. Such notice shall be mailed, postage prepaid, to the license holder at the address given on the registration, at least five days prior to the date set for the hearing. 11. Any person aggrieved by the decision of the Chief of Police shall have the right of appeal to the City Council of the City. Such appeal shall be taken by filing with the City Clerk a written statement of the grounds for the appeal within 14 days after notice of the decision by the Chief of Police has been given. 12. The City Council shall set the time and place for the hearing such appeal, and notice of such time and place shall be given by the City Clerk in the manner hereinabove provided for hearing of notice of revocation by the Chief of Police. 13. This Chapter of the Code is not intended to apply to school-related groups or the like who run dances or who sponsor fund raisers on school or City property for the benefit of the school or any City function or department [Added 3-17-1992 by Ord.
