August 21, 2017
The following are the minutes of a public hearing held Monday, August 21, 2016 at 6:30 PM in the
City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013.
Members Present Laflamme, Labrie, Krampits, Walczak, Zaskey
Also Present Sharyn Riley (Auditor) Jennifer Harazmus (DPW Financial
Administrator), Thomas Rooke (Chief of Litigation)
The meeting was called to order at 6:30 PM.
In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was
recording the meeting.
Claim #17-17
Shirley Chevalier - Vehicle Damage
Restitution Sought: $150.00
Shirley Chevalier stated that she was backing out of her daughter’s driveway and on the edge where
the street meets the sidewalk there was metal sticking up and it went through her tire.
She showed the Council a picture of it on her phone.
Councilor Labrie asked if there was work being done on the sidewalk.
Shirley Chevalier stated yes and a rod was sticking out of the sidewalk.
Councilor Walczak motion to approve $150.00 – Councilor Laflamme 2nd the motion – motion
passed

Leonides Rios – Vehicle Damage
Restitution Sought: $300.00

Leonides Rios stated he was making a right turn from Britton Street onto Montcalm Street and there
was a pothole there. He stated he tried to avoid it but there was a car coming the other way. His car
broke down and he called the Police.
Councilor Labrie motion to approve $300.00 – Councilor Walczak 2nd the motion – motion passed
Councilor Krampits motion to postpone Claim #17-19 until the end of the meeting – Councilor
Walczak 2nd the motion – motion passed

Susan E. Murphy was not present

Robin Blanchette-Gage – Vehicle Damage
Restitution Sought: $296.93
Robin Blanchette-Gage was present she stated that she was coming home from work on June 16th at
6:00 PM., the whole street was being worked on and the manhole covers were pretty high. She stated
when she approached the area where there was a lot of manhole covers she tried to dodge them but
the street was narrow and she didn’t want to hit anyone so she hit the cover. There was a pretty good
gouge in the tire and it was destroyed.
Councilor Krampits motion to deny and refer to Lane Construction – Councilor Laflamme 2nd the
motion – motion passed.
Councilor Krampits motion to postpone until the end of the meeting – Councilor Walczak 2nd the
motion – motion passed.

James E. McDonald was not present

Richard A. Grabiec Jr. – Vehicle Damage
Restitution Sought: $208.25
Richard A. Grabiec Jr. was present he stated that he was driving down Springfield Street, the street
was in repair for a number of weeks and it’s milled with structures sticking up. He stated his front and
back tire caught the structures and he had to have his vehicle towed.

Paula M. Moson – Vehicle Damage – City Tire
Restitution Sought: $300.00
Paula M. Moson was present she stated that on June 6th at approximately 5:30 AM we were awoken
by a large bang to find out that a tree had fallen on our vehicle. The tree was located on a tree belt
across the street and had also damaged other vehicles and tore down power lines.
Councilor Walczak motion to approve for $300.00– Councilor Laflamme 2nd the motion – motion
passed

Cesar Valentin was present he stated that he was coming off of the highway 391 exit 4 and made the
left turn onto Grattan and hit a big pothole.

Aimee Ludwin was present she stated that she was driving to see her Father with her children on
New Ludlow Road in Blue Bird Acres and she hit a pothole. A car was flying towards me and I
couldn’t dodge it. She stated that she was able to find a rim for less than what she filed the claim for.

Roberto Ramos was present he stated that he was driving to work and he ran over this thing that
looks like a lake. He stated that he is a visiting nurse and he could not work that day because both
rims were bent and the tire was flattened.

Jose Conchinha was present he stated that he was driving up Hampden Street and he didn’t see the
hole because of the snow and it broke his tire.
