CHICOPEE CITY COUNCIL FINANCE COMMITTEE APPROVED 8-10-2015 MEMBERS George Moreau, Chairman John Vieau, Vice Chairman Fred Krampits Frank Laflamme James Tillotson William Zaskey Timothy McLellan MINUTES May 4, 2015 The following are the minutes of a public hearing held Monday, May 4, 2015 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Moreau, Krampits, Laflamme, Tillotson Members Absent McLellan, Vieau, Zaskey Also Present Daniel Garvey (Associate City Solicitor), Councilor Lamontagne, Councilor Brooks, Councilor Zygarowski, Steve Frederick (City Engineer) The meeting was called to order at 6:30 PM. In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. ITEM #1 ORDERED THAT THE SUM OF $19,500.00 BE AND HERBEY IS APPROPRIATED TO THE FOLLOWING NAMED ACCOUNT: DPW HIGHWAY SPECIAL ACCOUNT FOR TRAFFIC STUDY FOR THE GRANBY/MONTGOMERY/MCKINSTRY RD INTERSECTION SAID AMOUNT IS TO BE TAKEN FROM AVAILABLE FUNDS IN THE UNDESIGNATED FUND BALANCE “FREE CASH” ACCOUNT. Councilor Moreau stated that he received a letter from the DPW that the funds are not necessary. There is money available that was donated by Walgreen’s some years ago totaling $25,000. Steve Frederick stated that the Council will have to authorize the use of that $25,000 at some point. 1 Public Input Kenneth Kuenzel, 232 Woodcrest Drive, stated that it’s good to hear that finally something will get done because it’s long overdue. Steve Frederick stated that these design projects take a long time. He said the intersection in the Falls has been in the works for 12 years. Steve also stated that this is not the only opportunity that the public will be able to speak on the topic. There will be other meetings that the public will be welcome to attend and voice their opinions and concerns as the project gets under way. Motion made by Councilor Tillotson and second by Councilor Moreau to defeat the order. Committee vote 4 -0 favorable. ITEM #2 ORDERED THAT the Finance Committee meet to prepare the FY 2016 City Council budget. Motion made by Councilor Tillotson and second by Councilor Moreau to approve. Committee vote 4 – 0 favorable. ITEM #3 Minutes – January 14, 2015. Motion made to approve. Motion passed. Meeting adjourned at 6:40 PM. 2
