CHICOPEE CITY COUNCIL HUMAN RESOURCE C OMMITTEE APPROVED 3-24-2014 MEMBERS James Tillotson Gary Labrie Gerry Roy Timothy McLellan William Zaskey MINUTES March 3 , 2014 The following are the minutes of a public hearing held Monday, March 3, 2014 at 7:00 p.m. in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, 4th floor, Chicopee, MA 01013 Present: Tillotson, Labrie, Roy, McLellan, Zaskey Also Present: Councilor Zygarowski, Councilor Laflamme, Councilor Lamontagne, Scott Szczebak (Human Resource Director), Daniel Garvey (Associate City Solicitor), Councilor Jerry Roy (At-Large) Meeting called to order at 7:00 PM Item #1: Review and select qualified candidates for a formal interview for the position of City Messenger. Scott Szczebak stated that we’re looking at education, experience and municipal experience. Councilor Tillotson stated that the Mayor’s office clearly stated that they want a candidate that’s qualified and who has an educational background. Councilor McLellan stated that we should interview our internal candidates as well. Councilor Tillotson asked each committee member to write down their top five choices for the position. Councilor Zaskey stated that you will probably get some of these candidates that won’t respond. Selection of candidates for interview : Robert N. Jean C. Jonathan D. Jacques V. Christopher R. Joe T. Michael P. Craig S. Councilor Zygarowski asked does the candidate have to live in the City of Chicopee. Scott Szczebak answered he can live outside the city. Councilor McLellan stated that Earl Desrochers recommended Craig S. 1 Councilor Tillotson stated that Craig is acting City Messenger now and we will add him to the candidate list. Potential interview questions were discussed. Councilor Tillotson stated the next step is for Scott Szczebak to schedule the interviews. Explain to them that the press can be present and their names can be made public. Dan Garvey stated if it’s difficult to get candidates to come in because it’s a public meeting we can declare it an executive session. Chairman Tillotson stated on the record that interviewing candidates in open session would be detrimental to the committee’s ability to attract qualified candidates for the position. Committee vote 5 – 0 favorable. ITEM #2 Minutes – February 24, 2014. Motion made to approve. Motion passed. Meeting adjourned at 7:45 PM. 2
