June 22, 2015
The following are the minutes of a public hearing held Monday, June 22, 2015 at 6:30 p.m. in the City Council
Chambers, Fourth Floor, City Hall Annex, 274 Front Street, 4th floor, Chicopee, MA 01013
Present: Tillotson, Labrie, Zaskey
Absent: Roy, McLellan
Also Present: Councilor Zygarowski, Councilor Laflamme, Councilor Lamontagne, Daniel Garvey

Meeting called to order at 6:30 PM
In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the
meeting.
ITEM #1
Mayoral appointment of Quinn Lonczak to the position of Project Supervisor for the term of the term of 5 years
expiring on 30th of June, 2020
Councilor Tillotson stated that you have big shoes to fill with Tom Hamel.
Quinn Lonczak stated that he did internship with Tom Hamel.
Councilor Tillotson stated there is a lot of paperwork and it’s a big responsibility.
Quinn Lonczak stated he’s confident about the position and that he did internship for the State at the DEP. I
have a good support base around me with Tom Hamel and Jeff Neece and I’m still learning from them. I will
work late or at home to keep up with the workload.
Councilor Labrie stated this is a five year appointment and you want to get off to a good start he suggested
working closely with the city Engineers.
Councilor Zaskey stated Tom Hamel would get calls from constituents and communicate with us; he was
always responsive to go to their house and answer questions and communicate back to us. I appreciated that
very much and I was wandering how you feel about responding to the residents
Quinn Lonczak stated that I work for the people of the city and I’ve done customer service before.
Councilor Laflamme stated that you have to be available twenty four hours and that’s important for what we
need. Tom Hamel highly recommended you and has told me you would be good at communicating with the
public and he will be there for another year to help with your training.
Councilor Lamontage asked is there anything you want to do that Tom Hamel didn’t do.

Quinn Lonczak answered that Tom Hamel has set the bar so high and I already know that but, speaking with
Joe we really have to work on the Plant. I’m knowledgeable about the plant from working there for two
summers and I’m excited to get going with the Plant upgrades. My first degree is biology but I’m dedicated to
the entire job.
Councilor Zygarowski asked will you be living in Chicopee.
Quinn Lonczak stated he was looking to buy a home in Chicopee right now.
Councilor Zygarowski stated living in the city will be a plus; you will be able to react quicker if there is a
problem. You will develop your own style and I’m sure you will do a good job.
Quinn Lonczak stated that I’m excited about the job. I’m very happy to have the support I have at the Water
Pollution Control.
Committee vote 3 – 0 favorable.
