City of Chicopee City Council Human Resources Committee Approved 12-14-2021 Members James Tillotson Gary Labrie Jerry Roy Stan Walczak William Courchesne MINUTES November 23, 2021 The following are the minutes of a public hearing held Tuesday, November 23, 2021 at 6:20 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Tillotson, Labrie, Roy Not Present Walczak, Courchesne Also Present Dan Garvey (Associate City Solicitor), Councilor Zygarowski, Councilor Krampits, Councilor Laflamme, Councilor, John Beaulieu (Assistant DPW Superintendent), Doug Ellis (City Engineer) The meeting was called to order at 6:15 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Mayoral appointment of Carlos I. Felix as an Associate Member of the Zoning Board of Appeals until the first of April 2024. Applicant was present he arrived at 6:20 PM. He stated that he is a lifelong resident of Chicopee. Currently he is an Amazon driver and he also runs a Facebook group where he helps the residence get involved in City news. He stated that he wants to be involved and make the city move forward. He stated that he would like to eventually work here. He stated that he does not have any experience. Councilor Labrie stated if he has any experience in real-estate and do you know anything about zoning. Carlos I. Felix stated he would like to get involved in real-estate and become a property developer. He stated he does not know much about zoning. Carlos I. Felix stated that Nathan Moreau approached him and said why doesn’t he get experience in the City of Chicopee. Councilor Laflamme is asking on behalf of Councilor Courchesne he stated that he was concerned that you have no experience because Planning and Zoning is very intricate. He stated that he has concerns also. He stated that he would like him to get involved in another commission Dan Garvey stated that an Associate member would not step into the quorum because of conflicts and absences. He stated he will find out and let the board know before our Council meeting. 1 Councilor Labrie motion to approve – Councilor Roy 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #2 Minutes – September 14, 2021 Meeting adjourned at 6:37 PM. 2
