City of Chicopee City Council Human Resources Committee Approved 10-11-2022 Members James Tillotson Gary Labrie Jerry Roy Pniak-Costello Krampits MINUTES 8/30/2022 The following are the minutes of a public hearing held Tuesday, August 30, 2022 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Tillotson, Labrie, Roy, Pniak-Costello, Krampits Also Present Dan Garvey (Associate City Solicitor) Councilor Laflamme (zoom), Councilor Zygarowski, Councilor, Lopez (zoom), Councilor Courchesne, Al Kendall (Handicap Commissioner) The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. Councilor Tillotson motion to call the meeting to order – Council 2nd the motion – motion passed Roll call vote: Tillotson yes Labrie yes Roy yes Pniak-Costello yes Krampits yes ITEM #1 Mayoral appointment of Brother Vincent Vivian as a member of the Commission on Disability to serve as an alternate member for the term of 3 years expiring on the first of July 2025. Councilor Tillotson stated you certainly have the background for this position. Brother Vincent Vivian was present he stated that he was a Licensed Practical Nurse working in a special care unit. He stated he went to Africa for seventeen years and ran a center for disabled children and patients. We were self sufficient we had our own animals and had a number of schools and training for young girls, for the most part, that were not encouraged to attend school. He stated he had them trained in dress making so that they would have some means to help their families and support themselves. He stated there were various other occupations that they helped them with. He stated he worked in New York city at a hospice for nine 1 years, he worked at a Human Service Center with the homeless and people with disabilities. He worked at a nursing facility as a nurse, and he did home care for children with intellectual disabilities and physical handicap. He stated in the late 1990’s he had an injury, and he was in a wheelchair for a while. He stated it gave him a whole new perspective of what it’s like to be a handicap person and the obstacles that they have to face. He has a place in his heart for people who are struggling. He stated Father Brad recommended me to Mr. Kendall that I can possibly be of some service to the Commission on Disability. Councilor Pniak-Costello motion to approve – Councilor Roy 2nd the motion – motion passed Roll call vote: Tillotson yes Labrie yes Roy yes Pniak-Costello yes Krampits yes ITEM #2 Mayoral appointment of Katherine A. Pires as a member of the Ambulance Commission to serve until the first of January 2025. Katherine Pires was present she stated she started out as a medical biller. She stated her resume really matches what the Ambulance Commission does; charges, adjustments, payments and recommending increase prices or not. After that she was an Information Technology analyst and not as hands on with billing as she used to be. Councilor Pniak-Costello motion to approve – Councilor Tillotson 2nd the motion – motion passed Roll call vote: Tillotson yes Labrie yes Roy yes Pniak-Costello yes Krampits yes ITEM #3 Councilor Labrie motion to approve the minutes of July 19, 2022 – Councilor Tillotson 2nd the motion – motion passed Roll call vote: Tillotson yes Labrie yes Roy yes Pniak-Costello yes Krampits yes Councilor Pniak-Costello motion to adjourn – Councilor Tillotson 2nd the motion – motion passed 2 Roll call vote: Tillotson yes Labrie yes Roy yes Pniak-Costello yes Krampits yes Meeting adjourned at 6:15 PM. 3
