City of Chicopee City Council Human Resources Committee Members James Tillotson Gary Labrie APPROVED 2-15-2023 Jerry Roy Pniak-Costello Krampits MINUTES January 24, 2023 The following are the minutes of a public hearing held Tuesday, January 24, 2023 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Tillotson (Zoom), Labrie, Roy, Pniak-Costello, Krampits Member Absent Also Present Dan Garvey (Associate City Solicitor), Councilor Laflamme, Councilor López (zoom), Jerry Rivera (IT Department) The meeting was called to order at 6:31 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. Some of the audio was inaudible. Item #1 Ernest Mathieu to the Board of Health Commission. Councilor Krampits stated we are going to discuss both Health Commissioners at the same time. Councilor Krampits stated this is just a new policy that even if you've been appointed and your term is up, that we're bringing it through for some members that may not have met you before. Councilor Laflamme stated he wants to say thanks to both of you for volunteering your time to this commission, especially with the pandemic. Councilor Tillotson stated that Ernest Mathieu has done a great job at the health department through very difficult times. I'm glad that he's willing to serve again. I feel the same way about Janet Ely. She certainly deserves to be reappointed as well. They both worked hard during the COVID period and kept the city going and were on top of what was happening around the country. So I'm glad that they're willing to serve again. Councilor López stated she’s glad to be able to hear from them and get to know them a little better. 1 Councilor Roy motion to approve – Councilor Tillotson 2nd the motion – motion passed. Tillotson X Labrie X Roy X Pniak-Costello X Krampits X Item #2 Janet Ely to the Board of Health Commission. Councilor Labrie stated same motion. Councilor Krampits motion to approve – Councilor Tillotson 2nd the motion – motion passed. Tillotson X Labrie X Roy X Pniak-Costello X Krampits X Item #3 Theresa Devlin as a member of the Zoning Board of Appeals to serve in such office for the term expiring on the 3rd of January 2026. Theresa Devlin was present she stated she worked in retail and real-estate. She’s done work with Kate Brown with zoning and property lines. Now that she has the time she would like to volunteer again. Councilor Pniak-Costello motion to approve Councilor Krampits 2nd the motion – motion passed Tillotson X Labrie X Roy X Pniak-Costello X Krampits X 2 Item #4 Julia Sudol as a member of the Zoning Board of Appeals to serve in such office for the term expiring on the 1st of January 2026. Julia Sudol was not present. Councilor Krampits motion to postpone to the call of the chair – Councilor Labrie 2nd the motion – motion passed. Tillotson X Labrie X Roy X Pniak-Costello X Krampits X Item #5 Nathan Moreau as a member of the Planning Board to serve in such office for the term expiring on the 3rd day of January 2028. Nathan Moreau stated he feels his experience is valuable, being able to navigate through that and going through the motion of trying to keep things moving forward, I think this might be the most important volunteer board. Councilor Laflamme stated that we are glad to have you back and volunteering on the Planning Board. You do bring a wealth of experience from serving in the planning department. He stated it will help navigate some issues as they come up. So I think you are right for this commission. Councilor Pniak-Costello stated because of your experience and your personality you're going to be a tremendous asset for the city. Nathan Moreau stated that I started as an intern in the Planning Department in 2017. I moved to the mayor's office at 18 years old and went back to the planning. He stated he has served for four to five years. Councilor Tillotson stated he welcomes him back to the department. He will add some common sense and some experience to it, which is always needed everywhere. Councilor Roy motion to approve – Councilor Krampits 2nd the motion – motion passed.
