CHICOPEE CITY COUNCIL LICENSE COMMITTEE ACCEPTED License Committee Members Gerry Roy, Chairman Fred Krampits, Vice Chairman Frank Laflamme Robert J. Zygarowski Shane Brooks MINUTES March 13, 2014 The following are the minutes of a public hearing held Thursday, February 13, 2014 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Roy, Krampits, Laflamme, Zygarowski, Brooks Also Present Kate Brown (Planning Director), Dan Garvey (Associate City Solicitor), Captain Mark Galarneau, Carissa Lisee (Building Inspector), Lisa Sanders (Health Director), Thomas Charette (Police Chief), Steve Frederick (City Engineer) The meeting was called to order at 6:30 PM. ITEM #1 Application for a Transient Vendors Group License to sell various items at Szot Park on May 15 through May 18. The number of vendors requesting is 26. Applicant Kielbasa Festival Lori A Jerusik 17 Jeanette Drive Chicopee, MA 01013 Lori Jerusik and Tom Kielbania were present at the meeting. The following reports were read: Health Department Thus far all food vendors have submitted the required paper work to the Health Department. We do not have any problems with the ones we have received. A vendor meeting is scheduled for April 15th. 1 Engineering Department No concerns or comments Mr. Kielbania stated that he has been working with all city departments to make certain that everything is in order and all regulations and laws have been adhered to. The hours of the festival are Thursday and Friday 12 Noon to 10 PM, Saturday 10 AM – 10 PM. There will be carnival rides, vendors selling items and vendors selling various food items, an assortment of bands, and an area for beer and wine. There will not be any fireworks or a casino tent. There will be police presence at the event as well as EMTs and a brush fire truck. Ms. Jerusik stated that she is in contact with all vendors and they each have a copy of all the regulations that they need to abide to. There is another vendor meeting scheduled for April 15 with department heads to hash out any last minute questions and concerns. Captain Galarneau stated that fire extinguishers should be onsite. There should be 4 extinguishers on wheels at the large tent. These extinguishers are available at the Fire Department. Conditions Four fire extinguishers from fire department to be on site Vendor to provide final list to License Chairman by 4/30/14 at 3 PM. Hours Thursday and Friday 12 PM – 12 PM, Saturday and Sunday 10 AM – 10 PM. No fireworks No casino Motion made by Councilor Laflamme and second by Councilor Krampits to approve with restrictions. Committee vote 5 – 0 favorable. ITEM #2 Application for a change of a Service Station License at 169-171 Chicopee Street to add a building addition and associated parking. Applicant Pride Convenience 246 Cottage Street Springfield, MA Mr. Robert Bolduc was present at the meeting. He stated that he has purchased the property adjacent to his gas station at the corner of Meadow and Chicopee. He will demolish the buildings and expand the gas station building and parking. He will have entrances from the rear of the property to both the convenience store and the side of the store selling beer and wine. Mr. Bolduc presented the committee with his plans. Chairman Roy asked whether departments have seen this plan that the committee is reviewing. Mr. Bolduc stated that these plans are the second revision. The Site Plan Review Committee had made their comments and these plans are revised according to the comments and concerns brought forth by the Site Plan Review Committee. Chairman Roy stated that he has not received departments reviews for this application. Mr. Bolduc presented the committee with department reviews. However, the committee informed him that these comments are based on the first plan that was submitted not on the plan that is before the committee. 2 Captain Galarneau stated that looking quickly at these plans he can see that the requested elimination of two parking spaces has not been addressed. Daniel Garvey stated that the final plan becomes part of the license. In the event that there is a violation to the site plan that license can be revoked or suspended. He stated that the committee has a point that they wish to wait until they have a final plan to approve the license because it’s subject to that plan. Motion made by Councilor Krampits and second by Councilor Laflamme to table. Motion passed by a roll call vote. ITEM #3 Minutes – February 19, 2014. Motion made to approve. Motion passed. Meeting adjourned at 7:39 PM. 3
