CHICOPEE CITY COUNCIL LICENSE COMMITTEE License Committee Members William Zaskey, Chairman APPROVED Fred Krampits, Vice Chairman Frank Laflamme Shane Brooks Stan Walczak MINUTES June 27, 2016 The following are the minutes of a public hearing held Monday, June 27, 2016 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Krampits, Laflamme, Walczak Absent Zaskey, Brooks Also Present Dan Garvey (Associate City Solicitor), Carl Dietz (Building Commissioner), Councilor Courchesne, Councilor Labrie, Councilor Lamontagne, Councilor Zygarowski The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Vice Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 BE IT ORDERED THAT Chet’s Auto Repair, LLC, of 11 Florence Street, Chicopee, Massachusetts appear before the License Committee along with their required site plan. Said site plan shall be submitted to the Office of the City Council on or before June 3, 2016. Councilor Krampits stated that Mr. Gosciminski contacted Councilor Zaskey and stated that the surveyor that he has hired is behind three weeks and has not been able to get his plan submitted to the Planning Department for approval. He requested that the matter be postponed. Motion made by Councilor Laflamme and second by Councilor Walczak to postpone. Motion passed. ITEM #2 ORDERED THAT Pioneer Auto Sales be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Pioneer Auto Sales, including compliance with restrictions imposed upon any licenses held by Pioneer Auto Sales. The Council may modify, suspend, fine, or revoke any license held by Pioneer Auto Sales. 1 David Desmaris and Peter White were present at the meeting. They presented the committee with a new plan for the business which is stamped by a surveyor and approved by the Planning Department. The parking spaces on the plan are all 9x18 as required by ordinance. Additional restrictions added by the License Committee: Total number of cars =40 38 outside 33 cars for sale or pending 3 employee 2 customer parking 2 inside garage Hours of operation M-F 8 AM – 8 PM Saturday 8 AM – 8 PM Sunday closed Motion made by Councilor Laflamme and second by Councilor Walczak to approve with additional restrictions and new plot plan. Committee vote 3 – 0 favorable. ITEM #3 ORDERED THAT Vitaly’s Auto Body be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Vitaly’s Auto Body, including compliance with restrictions imposed upon any licenses held by Vitaly’s Auto Body. The Council may modify, suspend, fine, or revoke any license held by Vitaly’s Auto Body. Dmitriy Salgornik was present at the meeting. Councilor Courchesne stated that he has received the following complaints from neighbors: working after works, loud music, and fumes from painting. Mr. Salagornik stated that his father thought that he could work on his personal vehicles after hours. He further stated that it’s difficult to determine who is making the noise since there is a new multi-family house located next to the business and the construction. The committee placed the following additional restrictions on the license: No after hours work – even on personal vehicles Keep garage doors closed for grinding or painting Continue existing restrictions Motion made by Councilor Laflamme and second by Councilor Walczak to approve with new restrictions. Committee vote 3 – 0 favorable. ITEM #4 Minutes – May 23, 2016 Motion made by Councilor Laflamme and second by Councilor Walczak to approve. Motion passed. Meeting adjourned at 7:06 PM. 2
