City of Chicopee City Council License Committee Members Stanley Walczak, Chair Fred Krampits, Vice Chair Shane Brooks Frank Laflamme Derek Dobosz APPROVED 7-23-18 MINUTES June 25, 2018 The following are the minutes of a public hearing held Monday, June 25, 2018 at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Walczak, Krampits, Laflamme, Dobosz Absent Brooks Also Present Carl Dietz (Building Commissioner), Attorney Daniel Garvey (City Assistant Solicitor), Councilor Gary Labrie The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 2018 Auto Repair License renewal for Mr. Clean Auto Detailing located at 1422 Granby Road. Applicant Evelyn Roman 71 Blunt Rd Springfield, MA 01109 Evelyn Roman and Raphael Mejias were present at the meeting. The committee recommends the following: 1. Handicap marking on ground required 2. Damaged vehicle still on property removed by Wednesday 3. Move handicap location closer 4. Building Commissioner to check removal of vehicle 5. Must work only during hours according to license and must work inside Committee vote 4 – 0 favorable. 1 ITEM #2 2018 Auto Detailing License renewal for Mr. Clean Auto Detailing located at 1422 Granby Road. Applicant Evelyn Roman 71 Blunt Rd Springfield, MA 01109 Evelyn Roman and Raphael Mejias were present at the meeting. The applicant requested an amendment to the hours of operation on the license. The hours requested are Monday through Saturday 8 AM to 8 PM, Sunday 10 AM – 4 PM only on Detailing license. Motion made by Councilor Laflamme and second by Councilor Walczak to approve the new hours. Committee vote 4 – 0 favorable. ITEM #3 ORDERED THAT Absolute Motors, Inc., 245 East Street, be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Absolute Motors, Inc. including compliance with restrictions imposed upon any licenses held by Absolute Motors, Inc. The Council may modify, suspend, fine, or revoke any license held by Absolute Motors, Inc. The following concerns were discussed: 1. Concerns about number of cars exceeding license requirements 2. Washing cars late at night with bays open 3. 13 cars for sale 2 customer parking spots – 2 cars allowed inside 4. Building Department to monitor operations The license holder stated that he has a business in Springfield and is able to move cars around. Councilor Krampits asked about Miguel’s Towing. The license holder stated that it is not operating. The intent is for inspections only. The committee stated that an Auto Repair license will need to be applied for and granted even for an inspection booth. Motion made by Councilor Krampits and second by Councilor Walczak to postpone to the call of the chair. Committee vote 4 – 0 favorable to postpone. ITEM #4 ORDERED THAT Top Dog Auto Service, 238 Meadow Street, be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Top Dog Auto Service including compliance with restrictions imposed upon any licenses held by Top Dog Auto Service. The Council may modify, suspend, fine, or revoke any license held by Top Dog Auto Service. George Bruso was present at the meeting. He stated that he sold 7 of his tow trucks. He is now contracted with Joe’s Towing to finish his towing contract jobs. The contract with Joe’s is for the next 6 months. He currently 2 has 1 of his own tow trucks. There is a camper on the property and he has informed Joe that he must remove it from the property. The committee informed Mr. Bruso that if he sells the property or leases it to another repair business that business will need to be licensed by the City. Committee vote 4 – 0 favorable. ITEM #5 Minutes – May 21, 2018 Motion made by Councilor Laflamme and second by Councilor Krampits to approve. Motion passed. Meeting adjourned at 7:26 PM. 3
