City of Chicopee City Council License Committee Members Stanley Walczak, Chair Fred Krampits, Vice Chair Shane Brooks Frank Laflamme Derek Dobosz MINUTES September 30 , 2019 The following are the minutes of a public hearing held Monday, September 30, 2019 at 6:30 PM held at the RiverMills Senior Center, Small Garden Room #14A, 5 West Main Street, Chicopee, MA 01020. Members Present Walczak, Krampits, Brooks, Laflamme, Dobosz Also Present Attorney Daniel Garvey (Associate City Solicitor), Carl Dietz (Building Commissioner), Councilor Tillotson The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Application for a Transient Vendors License for Fantastical Fall Festival, 15 maker tents (circus artists and musicians) and food trucks on October 5, 2019 at Sarah Jane Park by the Chicopee Cultural Council. Applicant – Susan Knightly, 86 Madison Street, Chicopee, MA 01020. Susan Knightly stated we just got another festival grant. She stated that we’re coming in under budget. She stated that we will have several officers on duty. Susan Knightly stated that if it rains we have everything under tents. Councilor Laflamme motion to approve the transient vendors license and meet all city requirements - Councilor Walczak 2nd the motion – motion passed Committee vote 5 – 0 favorable 1  Councilor Laflamme motion to postpone to the end of the meeting – Councilor Krampits 2nd the motion – motion passed ITEM #2 Application for a Hawkers and Peddlers License to sell flowers at various locations in the City of Chicopee. Applicant – Doug Stewart, the Flower Guy, 106 Tavistock Street, Springfield, MA 01119 Applicant was not present Motion to deny the license for a Hawkers and Peddlers license. Councilor Laflamme motion to deny - Councilor Krampits 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM #3 ORDERED THAT Murray Automotive, LLC, 102 Old Fuller Road, be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Murray Automotive, LLC including compliance with restrictions imposed upon any licenses held by Murray Automotive, LLC. The Council may modify, suspend, fine, or revoke any license held by Murray Automotive, LLC. Applicant was not present – out of town Councilor Dobosz stated that they still have some junk vehicles in the front of the property. He stated that at the last meeting he asked him to move the vehicles out of site. Councilor Walczak stated that the gentleman contacted him last week that he would be out of town Councilor Laflamme motion to postpone to the October meeting – Councilor Dobosz 2nd the motion – motion passed Committee vote 5 - 0 favorable ITEM #4 ORDERED THAT Penske Truck Leasing, Inc., 30 Fuller Road, be called before the City of Chicopee License Committee and City Council to discuss the license (s) currently held by Penske Truck Leasing Inc., including compliance with restrictions imposed upon any licenses held by Penske Truck Leasing Inc. The Council may modify, suspend, fine, or revoke any license held by Penske Truck Leasing Inc. Attorney Ed Sabbela 1350 Main Street, Springfield was present. Joe Lawless District Manager 5 Warren Road, Wilbraham was present. Councilor Dobosz stated that the business is very professional but, he recently received calls that the trucks have been idling at night. He stated that the Police have responded a few times in July. Councilor Laflamme stated to be cautious with the trucks in that area. 2 Councilor Dobosz suggested a contact number to give to the neighbors instead of calling the Police right away. Joe Lawless stated the trucks come in at night and unlock the gate and pull in. Carl Dietz stated that the same issue came up two summers ago and we talked about the empty trailers. Joe Lawless stated that we address the issues. Councilor Laflamme motion to place on file – Councilor Walczak 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM #5 Councilor Laflamme motion to approve the minutes of August 26, 2019 – Councilor Walczak 2nd the motion – motion passed Meeting adjourned at 6:53 PM. 3
