City of Chicopee City Council License Committee Approved 4-26-2021 Members Stanley Walczak, Chair Fred Krampits, Vice Chair George Balakier Frank Laflamme Derek Dobosz MINUTES March 29, 2021 The following are the minutes of a public hearing held Monday, March 29, 2021 at 6:30 PM held in the Council Chambers, 4th floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013 and via teleconference. Members Present Krampits, Laflamme, Dobosz Members Absent Walczak, Balakier Also Present Attorney Daniel Garvey The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Application for an Auto Detailing License for A & B Vinyl Designs located at 450 B New Ludlow Road. Applicant Ocziris Rodriquez 292 Page Blvd Springfield, MA 01104 Mr. Rodriquez was present at the meeting via teleconference. He explained that he is proposing 5 to 7 cars per day for auto detailing, tinting windows, and auto wrapping. This will all be done by appointment only. He will have no employees. He is proposing to operate the business Monday – Friday 9 AM to 5:30 PM and 9 AM – 1 PM on Saturday. He is not planning to have vehicles stay overnight. Councilor Laflamme asked about the lease for the property. Mr. Rodriquez stated that he submitted the lease to the City Clerk’s Office at time of application. Reports read from the following: 1 Planning Department – Property is zoned Business B; use is permitted in the zone. Two parking spaces per repair bay are required. Nine customer spaces provided; and Planning recommends approval of the license. Fire Department – No issues this time. Will do inspection prior to Certificate of Occupancy. Engineering Department – No engineering comments Restrictions Good housekeeping No outside storage No junk cars License holder must secure a Certificate of Occupancy prior to exercising the rights granted under this license. Total number of vehicles – 5 (2 inside, 3 outside, 1 employee, 2 customer) Shared Handicapped space with other business, no outside detailing, no loud music, hours of operation M-F 9:00 AM – 5:30 PM, Saturday 9:00 AM – 1:00 PM, no Sunday. Motion made by Councilor Laflamme and second by Councilor Krampits to approve with restrictions contingent upon the Council receiving a copy of the lease agreement. Committee vote 3 – 0 favorable. ITEM #2 Minutes – January 25, 2021 Motion made by Councilor Laflamme and second by Councilor Krampits to approve. Motion passed. Meeting adjourned at 6:50 PM. 2
