September 27, 2021
The following are the minutes of a public hearing held Monday, September 27, 2021 at 6:30 PM held in the
Chambers, 4th floor, City Hall, 17 Springfield Street, Chicopee, MA 01013 and via Zoom.
Members Present Walczak, Krampits, Balakier, Laflamme, Dobosz
Also Present Daniel Garvey (Associate City Solicitor), Carl Dietz (Building Commissioner)
The meeting was called to order at 6:30 PM
In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the
meeting. Hearing none the meeting continued.
ITEM #1
Application for a Junk Dealers License at 178 Center Street for The Stash House, LLC.
Applicant Marcus Quiles, 111 Lakevilla Ave, Springfield, MA 01109
Marcus Quiles was present at the meeting. He stated that he intends to sell new and vintage merchandise,
team memorabilia, jerseys.
Reports read from the following:
Planning – Property is zoned Business B, Planning has concerns on the lack of information regarding what the
requested license pertains to; and Planning requires additional information on this proposal before being able
to provide a recommendation.
Health – No concerns at this time
Fire – I spoke with Marcus Quiles by phone to inquire as to the nature of the business. He described it as
“used clothing and antique items, sports memorabilia.” Storage of furniture or mattresses would trigger the
installation of an automatic fire sprinkler system. There is a residential apartment above this space. I would
like to see a detailed written description of the business and inventory and conduct an inspection for fire
safety and alarm system.

Engineering – No site work is proposed with submission. No Engineering Department comments.
Mr. Quiles stated that he is not going to sell furniture or mattresses. He also stated that he has applied for a
Certificate of Occupancy from the Building Department and has received it.
Restrictions
Signed copy of lease – number of parking spaces available
Applicant must submit a copy of items to be sold to Fire Department and Building Department and
Planning Department
Time of Operation M-F 12-8 pm, Saturday 10-9, Sunday 10-6
No outside displays
Motion made by Councilor Laflamme and second by Councilor Walczak to approve with restrictions.
Committee vote 5 – 0 favorable
ITEM #2
Application for a Class II License for TMD Automotive, Inc., located at 25 Yelle Street.
Applicant Todd Diederich, 206 Bridle Path Road, Chicopee, MA 01013
Todd Diederich was present at the meeting. He stated that he has a used car lot and repair business in
Belchertown. He lives in Chicopee and many of his local customers do not want to travel to Belchertown so he
decided to open another facility in Chicopee.
Reports read from the following:
Fire Department – Applicant should arrange for a fire inspection of the building
Planning Department – Property is zoned Business A; use is permitted in the zone, two parking spaces per
repair bay are required. Ten spaces provided. There is no handicap spot marked on the plan, applicant must
have one handicap spot closest to office door. Planning recommends approval of the license once the
handicap spot is identified.
Building Department – 25 Yelle Street is zoned Business A. Motor vehicle repair and trade are permitted
within the Business A district. The property is currently licensed for second hand auto sales and auto repair
activities. The Building Department has no concerns with the continued use on the property.
Carl Dietz stated that the size of the property does not require a handicap parking spot but if the Councilor
wants to add that as a requirement they are allowed to do that.

No junk cars
No outside repairs

License holder must secure a Certificate of Occupancy prior to exercising the rights granted under this
license
Hours of operation M-F 8-8, Saturday 8-12
Total number of vehicles 19 (5 inside, 14 outside, 2 customer, 4 sales, 2 employee, 6 for repair)
No music allowed at operation
License is legally allowed toward end of year
Motion made by Councilor Laflamme and second by Councilor Walczak to approve with restrictions.
Committee vote 5 – 0 favorable.
