City of Chicopee City Council License Committee Approved 12-13-2021 Members Stanley Walczak, Chair Fred Krampits, Vice Chair George Balakier Frank Laflamme Derek Dobosz MINUTES November 29, 2021 The following are the minutes of a public hearing held Monday, Monday, November 29, 2021 at 6:30 PM held in the Chambers, 4th floor, City Hall, 17 Springfield Street, Chicopee, MA 01013 and via Zoom. Members Present Walczak, Krampits, Balakier, Laflamme, Dobosz Also Present Daniel Garvey (Associate City Solicitor) The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Application for a Junk Dealers License at 400 East Main Street to sell retail gift items such as new and old clothing, personal gift sets, clothing and accessories. Applicant Beverly J. Thorington 130 Ruskin Street Chicopee, MA 01020 Beverly Thorington was present on zoom. She stated that she is selling used clothing. She stated she has dresses, shoes, accessories and wall paintings. She stated she sells very nice things. She would like to do the same thing in Chicopee. Councilor Walczak asked if she is leasing that property. Beverly Thorington stated yes. Councilor Walczak asked for a copy of the lease. Councilor Balakier asked if she had business experience. Beverly Thorington stated she has many years of business experience going back to her country in Barbados. Councilor Krampits was concerned about the parking. He stated that there are only seven parking spots open and the convenience store operates next door and there’s an ice cream/food stand that operates in the spring through the summer time. He was concerned that parking might be a problem. He stated that if the car 1 dealership is willing to open up and come before the City Council to get some additional spaces. He stated that there’s no parking on East Main Street and we want to avoid that. If there is a problem Mr. Lafluer and you may need to come back before the City Council. Beverly Thorington stated that the customers will come in and shop. Engineer Department No Comments Fire Department Ensure smoke and carbon monoxide detectors are installed throughout the retail shop and the basement. Planning Department Property is zoned Business A; use is permitted in the zone (275-59(B)(20)): Planning recommends approval of the License; with the condition that the Applicant confirms with the property owner adequate parking is available within the existing parking lot Motion to approve the junk dealer’s license with the following restrictions 1. No parking on East Main Street 2. Lease agreement provided to Council office 3. Fire regulations are met regarding smoke/carbon monoxide 4. Building occupancy permit obtained 5. 11-6 PM Tuesday through Saturday Councilor Laflamme motion to approve – Councilor Walczak 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM #2 2022 Class II License renewal for A and J Trust Auto Repair located at 920 B Meadow Street. Applicant Angel Luis Alicea 128 Exchange Street Chicopee, MA 01013 Applicant was not present. Councilor Walczak stated that the applicant listed two different addresses. Councilor Laflamme was concerned he stated that he doesn’t have a plot plan and where is he going to operate. We require plot plans and where there will be parking. He also stated that there is no lease agreement. Councilor Walczak stated he must have had these requirements originally. 2 Motion to send a letter to both addresses demanding that he provide a copy of his lease and current plot plan of the lease. Applicant must provide a copy of residency. Councilor Laflamme motion to postpone to the call of the chair – Councilor Walczak 2nd the motion – motion passed Committee vote 5 - 0 favorable ITEM #3 2022 Auto Repair License renewal for A and J Trust Auto Repair located at 920 B Meadow Street.
