City of Chicopee City Council License Committee Approved 2-24-2022 Members Stanley Walczak, Chair Fred Krampits, Vice Chair George Balakier Frank Laflamme Derek Dobosz MINUTES December 13, 2021 The following are the minutes of a public hearing held Monday, Monday, December 13, 2021 at 6:30 PM held in the Chambers, 4th floor, City Hall, 17 Springfield Street, Chicopee, MA 01013 and via Zoom. Members Present Walczak, Krampits, Laflamme, Dobosz Member Absent Balakier Also Present Daniel Garvey (Associate City Solicitor), Councilor Roy The meeting was called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 2022 Class II License renewal for A and J Trust Auto Repair located at 920 B Meadow Street. Applicant Angel Luis Alicea 128 Exchange Street Chicopee, MA 01013 Angel Alicea and Jose Burgos were present at the meeting. Mr. Burgos at times translated for Mr. Alicea. Mr. Alicea stated that he resides at 137 Orleans Street, Springfield, MA and his cell is 413-206-1005. He used to live on Exchange Street but has since moved. The committee asked for a lease agreement for his business property. Mr. Alicea stated that he does not have one with him. The committee asked if he is incorporated or an LLC. Mr. Alicea replied that he is an LLC but doesn’t have his paperwork with him. The committee requested that Mr. Alicea provided a lease, certified plot plan, and LLC paperwork to the City Council Office. 1 Councilor Walczak read the restrictions on the license: Good housekeeping, no outside storage, no junk cars, no outside repairs, total number of vehicles 8, inside 2, employee 2, customer 3, handicap 1, hours of operation M-F 8 – 8, Saturday 8-1 pm, License holder must secure a Certificate of Occupancy prior to exercising the rights under this license. Motion made by Councilor Laflamme and second by Councilor Walczak to tentatively approve the Class II License with the following items to be submitted and delivered by Friday, December 17, 2021: 1. LLC designation 2. Certified plot plan 3. Copy of lease agreement 4. Driver’s License – proof of residency Committee vote 4 – 0 favorable. ITEM #2 2022 Auto Repair License renewal for A and J Trust Auto Repair located at 920 B Meadow Street. Applicant Angel Luis Alicea 128 Exchange Street Chicopee, MA 01013 Motion made by Councilor Laflamme and second by Councilor Walczak to tentatively approve the Class II License with the following items to be submitted and delivered by Friday, December 17, 2021: 1. LLC designation 2. Certified plot plan 3. Copy of lease agreement 4. Driver’s License – proof of residency Committee vote 4 – 0 favorable. ITEM #3 Minutes – November 29, 2021.
