Members Present Brooks (zoom) Krampits, Pniak-Costello (zoom), Balakier Not Present Dobosz Also Present Daniel Garvey (Associate City Solicitor), Councilor Laflamme, Councilor Zygarowski, The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. The following meeting was not recorded on zoom and the small device failed. ITEM #1 Application for a Hawkers & Peddlers License for The Very Best Soft Ice Cream located at various locations. Applicant Mehmet Sarikciuglu, 761 Matianuck Ave., Windsor, CT 06095 Mehmet Sarikciuglu was present he stated he has an ice-cream truck and filled out the application. Planning Department Recommends approval of the Hawkers & Peddlers as long as the Applicant has met all requirements under Chapter (188-17(D)(2)) Fire Department None Health Department N/A issued mobile – food license 4/26/22 1 Councilor Brooks asked if there was a representative from the Police Department present to verify if a Cori check has been run and there are not issues. Councilor Krampits stated no. Councilor Brooks stated that we will send a correspondence to the Police Department to verify that and make the approval continued upon satisfying the conditions set forth by the Police Department. Nine (9) customer spaces provided; and Planning recommends approval of the License. Fire Department None Building Department No comments Engineering Department If this business has a separate exterior door from “Yankee Glass”, a separate address number must assigned. Please contact the city engineer department. The addition of the handicap parking space is acknowledged. An installed handicap parking sign must accompany the space. Applicant Alex Nieves, 137 Undine Circle, Springfield, MA 01109 Councilor Brooks asked what the applicant is looking to achieve this evening. Alex Nieves stated he already has a couple of businesses here in Chicopee. He stated that the previous owner wants to retire. He is taking over the same business as the previous owner, the only difference is he is adding car washing. The previous owner stated that every mechanic has to weld at some point and he wants to know how to attain the permit so they will be in compliance. Councilor Brooks stated that if welding does take place you will have to comply with all of the Fire Departments requirements. The new applicant will have to get this permit. Applicant Alex Nieves, 137 Undine Circle, Springfield, MA 01109 Councilor Brooks stated that this is a continuation of what we already imposed the restrictions and he assumes the committee reports are identical for concerns of what we just discussed and previously addressed. Planning Department Property is zoned Business A; use is permitted in the zone (275-58(B)(3)(4)); Planning recognizes these Licenses are to complete a transfer of existing businesses at this address to new owner; and Any restrictions City Council placed on the existing licenses should be applied to the new licenses. Engineering Department Parking at this location is and has been non-compliant with current standards. Fire Department If heavy mechanical work will include welding or other hot work, tenant will need a hot works permit.
