Josh Rickman, Pioneer Valley Planning Commission stated that the bus stop on 1210 Grattan Street will be moved to 585 ½ Chicopee Street. 8 Steve Fredericks stated that 1210 Grattan Street was too close to the egressing fire trucks. Steve Fredericks stated that the discussion of the 61 Main Street bus stop was to move it closer to the parking lot. The other bus stop to be moved was by Dunkin Donuts on Grattan Street. The issue here is no breakdown lane and there is a heavy flow of traffic coming around the corner. We have a couple of bus stops over by West, Center and Hampden Streets that will be moved for traffic and safety concerns. Councilor Tillotson & Councilor Zaskey stated that the bus stop at 581 Front Street in front of St. Stan’s church needs to be moved so it doesn’t block the front of the church when there are funerals. We want to move it across the street about fifty feet away in front of Authiers apartments. Frank Czepiel was concerned with some of the bus stops not being handicap accessible. Councilor Tillotson stated to Frank Czepiel I’m going to work with you on these individually. Committee vote 5 – 0 favorable. Drugs $153.00 $153.00 Cardiac Monitoring $215.00 $215.00 Defibrillation $153.00 $153.00 Extra EMT $155.00 $155.00 C-Spine/Immobilization $116.00 $116.00 Councilor Zygarowski stated some residents called me and what their concern was is why are they getting an additional bill of $200.00 to $150.00 for ambulance service. Some of these people are elderly and can’t afford that additional fee. Ambulance Commission replied what they are paying is their co-pay. You can adopt a policy of abating that if it’s hardship, you have all the discretion in the world to do that. Katherine Collins-Kalbough stated that the Ambulance Commission does have a policy about abating the payments but we do require proof so if they meet the guidelines and provide correct documentation then we would waive it. They do have 180 days to abate it. Melvin Brown, 56 Roy Street stated I don’t see any reason for billing people for using the ambulance; you don’t bill them for Fire calls. Councilor Tillotson stated it cost us one million dollars to operate this system on top of what it cost us to run the Fire Department. Most communities do have a fee system and they do charge for the ambulance because it’s a very expensive service. This system has been in place for a long time and it’s very expensive but it’s necessary and vital. Their first obligation is to get the person to the hospital and get care. Councilor Zygarowski asked how much are we losing. 9 Councilor Tillotson answered the figures I received from the Fire Chief was one million dollars. Committee vote 5– 0 favorable. ITEM #4 BE IT ORDAINED by the City Council of the City of Chicopee as follows: that CHAPTER 260, as amended on February 21, 1995, be further amended by adding to/striking from the following in schedule: AS FOLLOWS: 1273 Memorial Drive HANDICAP PARKING Councilor Tillotson asked Dan Garvey can we make an ordinance for private property under state law. Dan Garvey answered no we can’t. Councilor Tilloston stated I’ll table this until we get more information on handicap parking signs on private property.
