November 12, 2014
The following are the minutes of a public hearing held Wednesday, November 12, 2014 at 6:30 PM in the
City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013.
Members Present: Tillotson, Labrie, Laflamme, Zygarowski (arrived at 6:35) McLellan
Absent:
Also Present: Councilor Lamontagne, Councilor Brooks, Daniel Garvey (Associate City
Solicitor), Frank Czepiel (Chairman for the Commission for Disabled)
The meeting was called to order at 6:30 PM.
In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the
meeting.
ITEM #1
A proposed ordinance to amend Chapter 7 Parks and Recreation
Ranger Strike out $8.00 per hour and insert in place thereof $9.00 per hour
Special Caretakers Strike out $8.00 per hour and insert in place thereof $9.00 per hour
Leader of Rec./Art Strike out $8.00 per hour and insert in place thereof $9.00 per hour
Asst. Rec. Leader Strike out $8.00 per hour and insert in place thereof $9.00 per hour
Said ordinance is to be operative January 1, 2015 in accordance with the Station minimum wage increase.
Motion made by Councilor Laflamme and second by Councilor McLellan. Motion passed.
Committee Vote 4 – 0 favorable
ITEM #2
Pendleton Avenue – In a northerly direction 25 feet from the entrance to Bellamy Middle School – Parking
Prohibited

Motion made by Councilor Laflamme and second by Councilor Tillotson to approve.
Committee vote 4 – 0 favorable.

Meadow Street – East side in front of 223 – 225 Meadow Street beginning at Gagne Street for a distance of
40 feet – Parking Prohibited Here to Corner
Motion made by Councilor Laflamme and second by Councilor McLellan to approve.
Committee vote 4 – 0 favorable.
ITEM #4
20 Plante Circle – Handicap Parking
Frank Czepiel stated that there already is an ordinance all we need is a sign.
Committee vote 5 -0 favorable.

82 Partridge Lane – Handicap Parking
Frank Czepiel stated these two are neighbors and they both want a handicap parking space which would be
across the street. I do not have any documentation to what the disability is yet.
Motion to table – motion passed

80 Partridge Lane - Handicap Parking
Frank Czepiel stated these two are neighbors and they both want a handicap parking space which would be
across the street. I do not have any documentation to determine that they are disabled.

68 Peloquin Drive - Handicap Parking
Motion to remove from the table – motion passed
Frank Czepiel stated that there is no ordinance for 54 Peloquin Drive.
Frank Laflamme stated we can remove the one at 54 Peloquin Drive and put it at 68 Peloquin Drive.
Councilor Tillotson stated that we need more information from Councilor Vieau on what signs are needed
and which ones have ordinances.

163 Horseshoe Drive – Handicap Parking

Frank Czepiel stated that I’m waiting to find out if these condos have a driveway already assigned to them.
I need some backup to actually determine that they are disabled. I need that documentation before I can make
a decision.
