Members Present: Tillotson, Krampits, Laflamme Not Present: McLellan, Roy Also Present: Dan Garvey (Asst. City Solicitor), Councilor Zaskey, Councilor Zygarowski, Councilor Courchesne The meeting was called to order at 6:30 PM. In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Chapter 260-28 Parking of Commercial Vehicles – Private Property Add 260-28(B) No driver shall park or stand any motor vehicle and/or motor vehicle attachment (excluding recreational vehicles) having a gross vehicle weight of 26,001 pounds or more or exceeding 24 feet in length on private property in any residential zone for more than three (3) calendar days during any calendar month. Motor vehicles, regardless of size, owned or operated by the City of Chicopee, the Commonwealth of Massachusetts or the United States of America are hereby exempt from these regulations. Each day in which a motor vehicle is in violation of this provision shall constitute a separate offense. Add 260-28(C) More than three unpaid violations within a twelve-month period will cause the vehicle(s) to be towed and impounded at the owner’s expense. Councilor Courchesne stated that this will address issues with these vehicles that are parked in residential areas. Councilor Courchesne stated he’d like to amend this to twenty four hours. Councilor Tillotson stated that he agrees with the twenty four hours and was not in favor of the three calendar days. Councilor Labrie stated that he has two trucks in his ward that start their engines at five thirty in the morning and it’s a nuisance. Councilor Courchesne stated the ordinance is there and it’s only enforced if people complain. Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #3 Concord Street – Both sides 21 feet from the Mary Street intersection – PARKING PROHIBITED HERE TO CORNER Councilor Labrie stated that people are parking on each side of the street which prohibits other vehicles to get through. Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #4 26 Kaveney Street – Handicap Parking Councilor Tillotson stated he is waiting for the Handicap Commission to respond. Motion to postpone – motion passed ITEM #5 Striking From – Nadeau Street – Northerly side – entire length beginning at 15 Nadeau Street – PARKING PROHIBITED THIS SIDE OF STREET 2 Councilor Courchesne stated that the DPW said that the order was worded wrong and the sign was put on the wrong side of the street. They are waiting for the new ordinance to correct it. Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #6 Nadeau Street – Northeast side of 15 Nadeau Street – Entire length – PARKING PROHIBITED THIS SIDE OF STREET Councilor Laflamme motion to approve – Councilor Tillotson 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #7 Chicopee Street – South side in the area of Birch Park Place for a distance of 30 feet to the intersection of Call Street – PARKING PROHIBITED Councilor Courchesne stated that people are parking up to the edge which creates a blind spot for people coming out of Chicopee Street. Councilor Laflamme motion to approve – Councilor Tillotson 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #8 Gagne Street – Odd side for a distance of 45 feet from Meadow Street – Parking Prohibited Here to Corner Councilor Courchesne stated that the existing sign of twenty feet wasn’t enough. Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #9 St. James Avenue – At the intersection of Beauchamp Terrace and St. James Avenue – DO NOT BLOCK THE BOX Councilor Krampits stated that you can’t get onto Beauchamp from St. James because the traffic is blocking the entrance. Councilor Zygarowski stated that Steve Fredericks and Jeff Neece are in favor of this. Councilor Laflamme motion to approve – Councilor Tillotson 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #10 Front Street – Both sides of the exit from the Chicopee Public Library for a distance of 20 feet on each side of the driveway – Parking Prohibited Here to Driveway Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #11 Alden Street – Right side – entire length – Parking Prohibited 3 Councilor Laflamme motion to approve – Councilor Krampits 2nd the motion – motion approved Committee vote 3 – 0 favorable ITEM #12 Striking From – St. Anthony Street – South side from Chicopee Street to a point 215 feet east thereof – Parking Prohibited Councilor Courchesne stated the Fire Department has no access to pull up in front of the nursing home in the case of an emergency. Councilor Laflamme motion to approve – Councilor Tillotson 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #13 St. Anthony Street – South side from Chicopee Street for a distance of 150 feet – Parking Prohibited Here to Driveway Councilor Laflamme motion to approve – Councilor Tillotson 2nd the motion – motion approved Committee vote 3 – 0 favorable ITEM #14 Chicopee Street – From the corner of St. Anthony Street southerly to the driveway of Willimansett Nursing Home for a distance of 75 feet – Parking Prohibited Here to Corner Councilor Tillotson was concerned that the residents would not have parking. Councilor Courchesne stated that there are no residents in this area, this is in front of the nursing home and there is another nursing home across the street.
