City of Chicopee City Council Ordinance Committee Members James Tillotson, Chair Fred Krampits, Vice Chair Frank Laflamme Gary Labrie Jerry Roy APPROVED 2-11-2020 MINUTES January 14, 2020 The following are the minutes of a public hearing held Tuesday, January 14, 2020, at 6:45 PM Senior Center, Small Garden Room #14A, 5 W Main Street, Chicopee, MA 01020. Members Present: Tillotson, Laflamme, Krampits, Labrie, Roy Also Present: Councilor Zygarowski, Councilor Balakier, Dan Garvey (Associate City Solicitor), Douglas Ellis (City Engineer) The meeting was called to order at 6:30 PM In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Delete Gaylord Street – For a distance of 80 feet in front of 25 Gaylord Street (between signs) – PARKING PROHIBITED Councilor Balakier explained that Gaylord Street abuts Elms College. He further stated that the south side of the street already has a no parking restriction for the entire length. Mr. Marshall has requested that parking be allowed in front of his property at 55 Gaylord Street. Councilor Balakier understands that this area would allow parking for anyone and would not be only available to the tenants of 55 Gaylord Street. Motion made by Councilor Laflamme and second by Councilor Labrie to approve. Committee vote 5 – 0 favorable to delete. ITEM #2 Delete Gaylord Street – North side – from Grant Street to a point 526 feet west thereof – PARKING PROHIBITED Motion made by Councilor Labrie and second by Councilor Tillotson to approve. Committee vote 5 – 0 favorable to delete. 1 ITEM #3 Gaylord Street – North side – for a distance of 320 feet in a westerly direction from the driveway at 55 Gaylord Street – PARKING PROHIBBITED Councilor Balakier explained that this proposal would allow parking from Grant Street for a distance of 148 feet and allow an area of parking at the other end of the street where it intersects with Springfield Street. Motion made by Councilor Laflamme and second by Councilor Tillotson to approve. Committee vote 5 – 0 favorable. ITEM #4 260-34 Pendleton Avenue – In front of Cumberland Farms driveway – DO NOT BLOCK THE BOX Doug Ellis provided a drawing of the DO NOT BLOCK THE BOX proposal and its layout on Pendleton Avenue. He further stated that Pendleton Avenue will be painted in the spring and this could be included in that painting. Dan Garvey stated that the fine associated with violation of this section is $100. Motion made by Councilor Roy and second by Councilor Labrie to approve. Committee vote 5 – 0 favorable. ITEM #5 Minutes December 10, 2019 & January 2, 2020 Motion made by Councilor Laflamme and second by Councilor Tillotson to approve both minutes. Motion passed. Meeting adjourned at 6:50 PM. 2
