City of Chicopee City Council Ordinance Committee APPROVED 9-29-2020 Members James Tillotson, Chair Fred Krampits, Vice Chair Frank Laflamme Gary Labrie Jerry Roy MINUTES July 28, 2020 The following are the minutes of a public hearing held Tuesday, July 28, 2020, at 6:30 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present: Tillotson, Laflamme (remotely), Krampits, Labrie Member Absent Roy Also Present: Dan Garvey (Associate City Solicitor), Councilor Zygarowski, Councilor Galecki (remotely), Doug Ellis (City Engineer, remotely) The meeting was called to order at 6:30 PM ITEM #1 Chapter 7 Ordinance Revisions Office of the City Council a. Administrative Assistant 49,292.46 b. Clerk 33,105.24 Office of the Mayor a. Chief of Staff 63,391.68 b. Staff Assistant 54,016.56 c. Special Projects Mgr 52,951.68 Auditing Department a. Senior Accountant 64,401.75 b. Budget Analyst 63,141.12 Office of the Treasurer a. Assistant Treasurer 64,401.75 Law Department a. Paralegal 60,343.20 Human Resources a. Generalist 45,664.56 b. Benefits Coordinator 47,042.64 c. Senior Generalist 50,926.32 d. Administrative Asst 36,352.08 1 Office of the City Clerk a. Compliance Officer 23,089.10 Planning Department a. Development Manager 57,221.64 Council on Aging a. Sub. Transportation Coordinator 3,999.00 Councilor Tillotson stated these increases are for non-union employees. Motion made by Councilor Krampits and second by Councilor Laflamme to approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. ITEM #2 Chapter 7 Ordinance Group 3 Add MIS Department Chicopee TV – a. Part-time Television Production Director 25.00 per hour b. Junior Internship Student Camera Operator 15.00 per hour Councilor Laflamme asked if these are full time positions. Councilor Tillotson stated that one is an internship and the other position is part-time. Motion made by Councilor Laflamme and second by Councilor Tillotson to approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. ITEM #3 Liberty Street – East side – At the intersection of Liberty Street and Old Field Road - ISOLATED STOP SIGN Councilor Galecki stated that Liberty Street intersects with Old Field Road and needs a stop sign because it meets with the main road. Councilor Zygarowski stated that he received a request for the stop sign from a constituent. 2 Motion made by Councilor Laflamme and second by Councilor Tillotson approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. ITEM #4 East Main Street – South side – from Belcher Street to 5 feet past driveway at 254 East Main Street – PARKING PROHIBITED Councilor Krampits received a complaint from a constituent about vehicles parking too close to the driveway. He has also received complaints from folks including the Police Department that as vehicles are coming down East Main Street coming down the hill and folks are parking on the right hand side by the curve drivers have to cross the yellow line to be able to get passed the parked cars. This poses a safety issue. Motion made by Councilor Krampits and second by Councilor Tillotson approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. ITEM #5 Woodlawn Street – North side – 35 feet from St. James Avenue – PARKING PROHIBITED HERE TO CORNER Councilor Krampits stated that this is a constituent request. There already exists a No Parking sign 25 feet from the intersection but there seems to be some difficulty for drivers pulling into Woodlawn Street from St. James Avenue. Motion made by Councilor Krampits and second by Councilor Tillotson approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. 3 ITEM #6 Woodlawn Street – South side – 25 feet from St. James Avenue – PARKING PROHIBITED HERE TO CORNER Councilor Krampits stated that this proposed ordinance goes along with the previous proposal to prohibit people from parking on the other side of the street too close to St. James Avenue. Motion made by Councilor Labrie and second by Councilor Tillotson approve. On the motion to approve Councilor Tillotson Yes Councilor Krampits Yes Councilor Laflamme Yes Councilor Labrie Yes Motion passed by unanimous roll call vote. ITEM #7 Minutes – March 10, 2020 Motion made by Councilor Laflamme and second by Councilor Tillotson to approve. Motion passed. Meeting adjourned at 6:45 PM. 4
