March 8, 2022
The following are the minutes of a public hearing held Tuesday, March 8, 2022 at 6:30 PM in the City Council
Chambers, 4th Floor, City Hall 274 Front Street, Chicopee, MA 01013.
Members Present: Tillotson, Krampits, Dobosz, Labrie, Roy
Also Present: Councilor Courchesne, Doug Ellis (City Engineer), Councilor Pniak-Costello, Councilor
Balakier, Councilor Laflamme
The meeting was called to order at 6:30 PM
In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the
meeting. Hearing none the meeting continued.
ITEM #1
Benefit Street – Both sides – Residents Parking Only
Councilor Courchesne stated that permit parking will be permitted when the following conditions
are present. The street is on a dead-end street that abuts a public recreation area. He stated that the
residents on a dead-end street would be able to purchase two parking permits for guest parking. The
permits would be available for twenty five dollars each and must be displayed on the vehicle when
parked. He stated this is for any street that falls under this criteria.
Councilor Laflamme stated that once the neighborhood hears about this they will want the same
thing. He stated that there are a lot of concerns about this. He wants to see what the neighbors
think.
Engineering Department
Public streets cannot be reserved for “Residents Only”

Councilor Krampits motion to defeat – Councilor Krampits 2nd the motion – motion passed
Committee vote 5 – 0 favorable

LeClair Terrace – Westerly extension of street – North Side – Entire 57’ feet of westerly extension
– Parking Prohibited Here to Corner
Councilor Balakier stated that we had a meeting with DPW, Fire, Police, and Engineering. He
stated that the resident has been trying to get out of her driveway and it has been very difficult for
the DPW to plow and sand. He stated that the purposed ordinance is the only way they can get
relief. He stated with limited parking on the street hopefully this problem will go away.
John Beaulieu stated that he met with the resident and she just had a baby. He stated that she
couldn’t even get her oil delivered because of the ice.
Councilor Roy motion to approve – Councilor Tillotson 2nd the motion – motion passed
Committee vote 5 – 0 favorable

Senior HR Generalist Change from Grade 7 – Step 2, to Grade 7 – Step 1
($50,696.64 to $49,443.84)
Councilor Roy motion to approve – Councilor Tillotson 2nd the motion – motion passed
Committee vote 5 – 0 favorable
