City of Chicopee City Council Ordinance Committee Approved 6-14-2022 Members James Tillotson, Chair Fred Krampits, Vice Chair Derek Dobosz Gary Labrie Jerry Roy MINUTES May 10, 2022 The following are the minutes of a public hearing held Tuesday, May 10, 2022 at 6:30 PM in the City Council Chambers, 4th Floor, City Hall, 274 Front Street, Chicopee, MA 01013. Members Present: Tillotson, Krampits, Dobosz, Labrie, Roy Not Present Also Present: Councilor Pniak-Costello, Councilor Zygarowski, Dan Garvey (Associate City Solicitor), Tim Wagner (School Committee), Councilor Laflamme The meeting was called to order at 6:30 PM In compliance with the open meeting laws the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 OLD LYMAN ROAD – Northerly direction for a distance of 275 feet between 65 Old Lyman Road and the intersection of Britton Street – ONE-WAY STREET Committee recommends as follows: OLD LYMAN ROAD – Northerly direction starting from Anson Street to the intersection of Britton - ONE-WAY STREET Councilor Pniak-Costello stated that she spoke to the City Engineer and he would like the 275’ amended to have the one-way to begin at Anson Street. She stated she would like the 275’ deleted and in place of starting at Anson Street. Public Input Jeff Gagnon, 53 Old Lyman Road stated that there are also some other neighbors here tonight and we are all for this ordinance. Committee vote 5 – 0 favorable Councilor Roy motion to approve – Councilor Krampits 2nd the motion – motion passed 1 ITEM #2 BE IT ORDERED THAT the City of Chicopee submit Home Rule Legislation to keep the present voting locations for Ward 6 as detailed on attached order. Councilor Dobosz stated that this has to be filed for the re-voting locations Councilor Labrie motion to approve – Councilor Roy 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM # 3 Delete Chapter 275-66 A in its entirety and insert in place thereof 275-66 A Burnett Road. No further business, commercial or industrial development shall occur on Burnett Road from the Ludlow/Chicopee line to the intersection of New Lombard Road and Burnett Road and any appurtenant street for a period of one year commencing on April 1, 2022 and terminating on April 1, 2023, except by special permit. Councilor Dobosz stated that if this wasn’t in place it would cause a lot of development at once. Councilor Tillotson stated that this has been out there for awhile. Councilor Labrie motion to approve – Councilor Roy 2nd the motion – motion passed Committee vote 5 – 0 favorable ITEM #4 Councilor Roy motion to approve the minutes of April 25, 2022 – Councilor Tillotson 2nd the motion – motion passed Meeting adjourned at 6:45 PM. 2
