Members Present: Krampits, Arriaga, Labrie, Roy Member Absent: Brooks Also Present: Timothy Reilly (Associate City Solicitor), Doug Ellis (City Engineer), Elizabette Batista (DPW Superintendent) (zoom) The meeting was called to order at 6:30 PM In compliance with the open meeting laws the Vice Chair asked if anyone in the audience was recording the meeting. ITEM #1 OLD LYMAN ROAD - Both Sides – From Britton Street for a distance of 270 feet southerly thereof - PARKING PROHIBITED HERE TO CORNER Public Input 1 Mary Beth Pniak-Costello 66 Voss Ave stated that this was a request by Police Chief Patrick Major. Old Lyman Road was controversial because it was a two-way street that turned one way. There are sections of Old Lyman Road that are extremely narrow. We should also look at having no parking because two cars cannot fit at the same time. Rich Sabourin, 65 Old Lyman Road stated that he would question why the signage has to go out 275 feet as the road starts to widen out after 200 feet. ITEM #8 TOURTELOTTE AVENUE - Both sides from Chicopee Street for a distance of 35 feet or as recommended by Engineering - NO PARKING, STANDING, OR STOPPING Doug Ellis stated that there is too much going on there with take out. He just thinks it is a good idea to have No Parking, Stopping or Standing 100’ on the south side. Doug Ellis stated There is an existing ordinance for “No Parking” 100’ from Chicopee Street on the south side of Tourtelotte Avenue (approved 09.23.21 by the City Council). However, schedule VI in Chapter 260-65 simply states “South – 100 feet”. However, “No Parking” allows vehicles to be parked as long as there is someone still in the driver’s seat, which is very possible in front of a take-out ice cream establishment such as Roger’s Ice Cream, which has its serving window on Tourtelotte Avenue. Therefore I suggest the following revised wording. TOURTELOTTE AVENUE -South (Even) Side – From Chicopee Street to a point 100 feet westerly thereof – NO PARKING, STOPPING OR STANDING. TOURTELOTTE AVENUE -North (Odd)Side – From Chicopee Street to a point 40 feet westerly thereof - NO PARKING, STOPPING OR STANDING. 6 There is also an existing ordinance in Chapter 260-66, Schedule VII, Time Limit Parking that reads “Tourtellotte Avenue – South Side – 15 min./Any day – from Chicopee Stret to a point 100 feet therefrom. This ordinance should be repealed if the new ordinance is approved. The ordinance noted above in Chapter 260-65 should also be repealed. Attorney Reilly stated it sounds like a major change going from one side of the street to the other. Councilor Krampits stated it’s both sides but both sides will be different. Councilor Krampits stated to postpone it so Councilor Courchesne can discuss it at the next meeting. Councilor Arriaga motion to close public input – Councilor Roy 2nd the motion.
