City of Chicopee City Council Public Works Committee Members Fred Krampits, Chair Frank Laflamme, Vice Chair APROVED Shane Brooks Gary Labrie Adam Lamontagne MINUTES October 11, 2016 The following are the minutes of a public hearing held Tuesday, October 11, 2016 at 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Krampits, Laflamme, Brooks, Labrie, Lamontagne Also Present Dan Garvey (Associate City Solicitor), Councilor Zygarowski, Councilor Courchesne, Steve Frederick (City Engineer), Jeff Neece (DPW Superintendents) The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 ORDERED THAT the Public Works Committee meet to discuss the condition of Longwood Drive and Bostwick Lane. Steve Frederick and Jeff Neece stated that resources are in place and have been reserved for Longwood Drive and work will be done in the spring of 2017. There is currently no funding for Bostwick Lane. It will require more than just crack sealing. Informational meeting – place on file. Committee vote 5 – 0 favorable. ITEM #2 ORDERED THAT the DPW appear before the Public Works Committee to discuss pending curb requests and status of tree condition reports. Jeff stated that there is a list of curbs that need to be repaired or replaced. The crews have begun do this. 1 Councilor Laflamme stated that he has not seen this list of curbs. Jeff Neece stated that See Click Fix is the tool that is utilized by DPW to enter all work orders. This site is available to everyone. All requests made to DPW go through See Click Fix. Every Councilor has the ability to view everything that DPW is working on. Councilor Laflamme asked Jeff Neece to provide a typical day of a laborer in the DPW. Jeff stated that laborers work about 5 hours per day after you take out breaks, wash times, driving to the work site, etc. Jeff will provide a list of curbs to be repaired or replaced to the Council. Committee vote 5 – 0 favorable. ITEM #3 Minutes – March 8, 2016 – Motion made by Councilor Laflamme to approve. Motion passed. Meeting adjourned at 6:30 PM 2
