Members Present Zaskey, Courchesne, Zygarowski Absent McLellan, Brooks Also Present Dan Garvey (Associate City Solicitor) Steve Fredericks (City Engineer), Councilor Laflamme, Councilor Krampits, Quinn Lonczak (Water Pollution) The meeting was called to order at 6:30 PM ITEM #1 Petition from Columbia Gas of Massachusetts to grant a location and permission to rerun and maintain 1,050’ of 6’ MP plastic gas main on Broadway Street (from Paine Avenue to Pine Street), 900’ of 2” MP plastic gas main on Walnut Street (from Broadway Street to Church Street), 375’ of 2” MP plastic gas main on Summer Street (from Broadway Street to Pine Street), 1,175’ of 2” MP plastic gas main on Pine Street (from Broadway Street to Hastings Street), 625’ of 2” MP plastic gas main on High Street (from Walnut Street to Pine Street), 550’ of 2” MP plastic gas main on Hastings Street (from Pine Street to Walnut Street), and 250’ of 2” MP plastic gas main on Walnut Avenue (from Pine Street), together with such laterals and service connections as it may now or subsequently find necessary. In addition the existing low pressure gas main on Alvord Avenue and Walnut Avenue from Walnut Street will be upgraded to higher pressure which will require service work only. Bryan Meccariello , Field Manager, Columbia Gas was present he stated that the reason we expanded a little farther beyond is we are switching pressures in our existing system. The existing pipe is low pressure right now and we’re bringing it all to the medium pressure. Steve Frederick stated that they have some work to tie their pressure system in outside of the roads we are doing right now. Councilor Zaskey stated that these pipes are laid along the sidewalk area. He stated that it took him twenty years to get the road paved in the Chicopee Falls area and he 1 can’t see ripping them up if we’re not doing the CSO project. He doesn’t want it patched, he wants the whole road resurfaced. Bryan Meccariello stated all of this is moving behind the sidewalks or one foot behind the curb. He stated that going with a higher pressure; we run a smaller pipe which makes it easier. Steve Frederick stated that the technology has really come a long way they don’t need to dig as deep. Recommendations Planning Department The following are the comments/concerns of the Planning Department regarding the proposed gas main work to take place in Chicopee Center and Chicopee Falls as part of Phase 5-A of the CSO project. All gas main work shall be scheduled appropriately to allow the SCO Project to advance in a timely manner. Any gas main work shall be completed and not interfere or have an impact on the final pavement work associated with the CSO Project. This project is being done in preparation of the Chicopee CSO project phase 5-A. Bryan Meccariello stated that it is the same thing as above but this will be a bigger pipe. We’ve also included South Street. We have an existing regulator station at the corner of Stonina and Hampden Streets and to get rid of the existing we have to move that station . We are trying to work with the Elms College to get a new easement but that would require me to run down South Street and Springfield Street just to tie into the existing pressure. Steve Frederick stated that they are tailoring what they’re doing to what’s happening out there. It is not a one size fits all project. Councilor Zaskey stated that we are not doing Springfield Street unless it’s a connection to the Elms College. Bryan Meccariello answered yes it would just be the crossing. Steve Frederick stated that this is a difficult decision to make how we do this; we have the college, road systems we have to try to work around and it’s just a highly urbanized area with a very old pipe structure. Councilor Zygarowksi asked how long will this take. Bryan Meccariello answered it will take all season. Bryan Meccariello stated that when we start the project we will send out letters to existing customers and anyone who doesn’t have gas they will get a different letter giving them a chance to change to gas.
