Zygarowski MINUTES March 27, 2017 The following are the minutes of a public hearing held Monday, March 27, 2017 at 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Zaskey, Brooks, Zygarowski Members Absent McLellan, Courchesne Also Present Councilor Laflamme, Councilor Krampits, Steve Frederick (City Engineer), Bryan Meccariello, Field Engineer from Columbia Gas of Massachusetts The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Petition from Columbia Gas of Massachusetts to replace and maintain 495’ of 2” MP plastic gas main and 425’ of 4” MP plastic gas main on Grape Street from Front Street to the end of main, together with such laterals and service connections as it may now or subsequently find necessary. This project will also consist of retesting the existing plastic gas mains on Canal Street, Parshley Avenue, and Ames Avenue. This retest will require tie ins on Canal Street to Front Street and Parshley Avenue at Front Street. Councilor Laflamme asked if old pipes will be removed. The pipes are only removed if they were wrapped in asbestos. This proposed project the pipes will go directly through the old pipes that are located under the bridge at Lower Grape Street. Bryan Meccariello stated that for each permit that Columbia Gas of Massachusetts applies from the Engineering Department there is a list of conditions that must be met. Motion made by Councilor Zyarowski and second by Councilor Brooks to approve. Committee vote: 3 – 0 favorable. 1 ITEM #2 Petition from Columbia Gas of Massachusetts to replace and maintain 2,360’ of 6” MP plastic gas main on Carew Street from East Street to East Main Street, and 360’ of 2” MP plastic gas main on Marguerite Street from Carew Street to Martha Street, together with such laterals and service connections as it may now or subsequently find necessary. Most of the work for this project will be done on Carew Street minimal work on side streets. Motion made by Councilor Brooks and second by Councilor Zygarowski to approve. Committee vote 3 – 0 favorable. ITEM #3 Petition from Columbia Gas of Massachusetts to replace and maintain 2,155’ of 2” MP plastic gas main on Bay State Road, Windsor Street, and Wellington Avenue, together with such laterals and service connections as it may now or subsequently find necessary. The CSO project for this area is going out to bid. Columbia Gas of Massachusetts would like to do this work in conjunction with the CSO project. Motion made by Councilor Zyarowski and second by Councilor Brooks to approve. Committee vote 3 – 0 favorable. ITEM #4 Petition from Columbia Gas of Massachusetts to replace and maintain 3,970’ of 2” MP gas main on Lukasik Street, May Street, Dorothy Street, and Manning Street, together with such laterals and service connections as it may now or subsequently find necessary. This project is a full replacement. Motion made by Councilor Zygarowski and second by Councilor Brooks to approve. Committee vote 3 – 0 favorable. ITEM #5 Petition from Columbia Gas of Massachusetts to replace and maintain 580’ of 2” MP plastic gas main on Brightwood Street from Grattan Street to end of main, together with such laterals and service connections as it may not or subsequently find necessary. This is a capital project improvement for Columbia Gas of Massachusetts. Motion made by Councilor Zygarowski and second by Councilor Brooks to approve. Committee vote 3 – 0 favorable. ITEM #6 Minutes – January 30, 2017 Motion made by Councilor Zygarowski and second by Councilor Brooks to approve. Motion passed. 2 Meeting adjourned at 6:20 PM. 3
