Zygarowski MINUTES March 21, 2018 The following are the minutes of a public hearing held Monday, March 27, 2017 at 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Labrie, Courchesne, McAuliffe (arrived 6:14) Members Absent Brooks, Zygarowski Also Present Councilor Balakier, Jeff Neece (DPW Superintendent), Dan Garvey (Associate City Solicitor), Elizabette Botelho (City Engineer), Chris Chaban (Assistant City Engineer), Elizabeth Soja (Assistant to DPW Superintendent) The meeting was called to order at 6:15 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Petition from Columbia Gas to be granted a location and permission to replace and maintain 2,603’ of 4” MP plastic gas main and 3,705’ of 2” MP plastic gas main on Fairview Avenue, Gaylord Court, Grant Street, Dresser Avenue, Bell Street, Orchard Street, Saratoga Avenue, Louise Avenue, Sitnik Avenue, Van Horn Street, and Moore Street, together with such laterals and service connections as it may now or subsequently find necessary. This project will also include the retest of the existing plastic gas mains and service work on Bell Street, Orchard Street, Ellen Avenue, Ruth Avenue, Luther Street, and White Street. Bryan Meccariello, Field Engineer for Columbia Gas, and Rick Ross Construction Specialist from, Columbia Gas were present at the meeting. Jeff Neece had concerns of Fairview Avenue being resurfaced in a reasonable amount of time. Rick Ross stated the time frame is April 2, 2018 for Fairview Avenue. We will have to retire the old main before you start the paving. He stated we will try to work within a time frame of three months. Chris Chaban stated because of specific language we can’t start work on Fairview Avenue until July 30, 2018. Rick Ross stated that CDF slows us down. 1 Jeff Neece stated that CDF allows need for compaction testing. It is required testing. Chris Chaban stated that seventy days for the main and surface but we have protocols we have to take care of. Elizabette Botelho asked how long it will take for fill, compaction and required testing. Rick Ross answered thirty five days. Councilor McAuliffe asked is there an issue paving in October. Rick Ross answered it would be too cold. Chris Chaban stated we don’t know who the paving contractor is yet. Jeff Neece stated this is not a deep excavation, it should go fairly quickly. Councilor Labrie stated that we have a good working relationship with Columbia Gas. Attorney Garvey stated you have to pull a permit to open the road. Councilor Balakier asked if the start date is April 2, 2018 with permits approved. Rick Ross answered yes. Councilor Balakier asked how the neighbors are notified. Rick Ross answered we send them a letter of notification. Councilor Balakier was concerned about the traffic control. Rick Ross stated we will have two Police Officers working per crew. Councilor Balakier asked what part of the road you will be working on. Rick Ross answered a two foot trench on the northern side of the road. Motion made by Councilor McAuliffe and second by Councilor Labrie to approve petition to install gas pipe as described above. Request Fairview Avenue be completed by June 30. Committee vote: 3 – 0 favorable. ITEM #2 Minutes - March 27, 2017 Motion made by Councilor McAuliffe and second by Councilor Courchesne to approve. Motion passed. Meeting adjourned at 6:40 PM. 2
