City of Chicopee City Council Utilities Committee Approved 8-28-18 Members Gary Labrie, Chair William Courchesne, Vice Chair Shane Brooks Joel McAuliffe Robert J. Zygarowski MINUTES May 8, 2018 The following are the minutes of a public hearing held Tuesday, May 8, 2018 at 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Labrie, Courchesne, Zygarowski Members Absent Brooks, McAuliffe Also Present Dan Garvey (Associate City Solicitor), Elizabette Botelho (City Engineer), Councilor Laflamme, Councilor Roy The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Petition from Columbia Gas of Massachusetts hereby requests that it be granted a location and permission to replace and maintain 1,600’ of 8” MP plastic gas main and 750’ of 8” MP plastic gas main on Newbury Street, Dana Street, and Doyle Avenue together with such laterals and service connections as it may now or subsequently find necessary. This project will also include installing mainline stubs on Gilbert Avenue, Farnsworth Street, Haven Avenue, Athol Street, Nordica Street, Upton Street, and Park Road for future use. Applicants were present. Councilor Labrie stated to be in compliance and follow all the rules as you have done in past projects. Kyle Benoit stated yes they will be in compliance and follow all the rules. Councilor Zygarowski motion to approve – Councilor Courchesne 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #2 1 Petition from Columbia Gas of Massachusetts hereby requests that it be granted a location and permission to replace and maintain 2,080’ of 6” MP plastic gas main and 230’ of 8” MP plastic gas main on Rimmon Avenue and Hampden Street together with such laterals and service connections as it may now or subsequently find necessary. Applicants were present. Same as above Councilor Zygarowski motion to approve – Councilor Courchesne 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #3 Petition from Columbia Gas of Massachusetts, hereby requests that it be granted a location and permission to install and maintain 530’ of 2” MP plastic gas main on Sesame Drive with such service connections as it may now or subsequently find necessary. All mainline installation will remain in the tree-belt after tapping off the existing stub in the road. Applicants were present. Kyle Benoit stated that this is all tree belt work. He stated that we just went and stubbed off into the tree belt before you paved. Councilor Labrie asked if they will be digging up the tree belt. He also asked if the proper loam and organic materials will be put back. Kyle Benoit answered yes. He stated that this work is not scheduled out yet and will be done some time this year. He stated some roads with be done this summer and some will start the end of May. He stated that we have to go by the permit process. Same as above Councilor Courchesne motion to approve – Councilor Zygarowski 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #4 Councilor Zygarowski motion to approve the minutes of March 21, 2018 – Councilor Courchesne 2nd the motion – motion passed Meeting adjourned at 6:10 PM. 2
