Zygarowski MINUTES April 9, 2019 The following are the minutes of a public hearing held Tuesday, April 9, 2019 at 6:00 PM in the City Council Chambers, Fourth Floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013. Members Present Labrie, Courchesne, Zygarowski, Members Absent McAuliffe, Brooks Also Present Dan Garvey (Associate City Solicitor), Councilor Laflamme, Councilor Dobosz, Councilor Roy, Elizabette Botelho (DPW Superintendent) The meeting was called to order at 6:00 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. ITEM #1 Petition from Columbia Gas of Massachusetts to be granted a location and permission to replace and maintain 1,515’ of 2” MP plastic gas main on Acrebrook Drive with such laterals and service connections as it may now or subsequently find necessary. Ryan Barnes Engineer Columbia Gas was present. Elizabette Botelho stated that Acrebrook Drive was a resurfacing project and we found that the sewer pipe was failing so we went back and replaced the pipe. Ryan Barnes stated when they were replacing the sewers out there we were springing a lot of leaks because of the condition and age of our main. He stated before they finish paving out there we would like to go in and replace our main and services in the area. They plan on going down the tree belt and not disturbing Pendleton Avenue. We would come from Mountainview from the north and tie into our existing main and not touch any of the new pavement on Pendleton Avenue. Councilor Zygarowski stated how long to start and finish this. Ryan Barnes stated for completion of the work they are looking around two months. He stated that we have to remove the main out there as well because it is asbestos coated. 1 He stated that we are hoping to get the permit as fast as we can so we can start right away. Elizabette Botelho stated that if they start May 1, 2019 and they’ll be done end of June so we wouldn’t be able to pave until July. She stated its all dependent on the contractor’s available use. Councilor Labrie stated that we work well with Columbia Gas. Councilor Zygarowski motion to approve – Councilor Courchense 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #2 Petition from Columbia Gas of Massachusetts to be granted a location and permission to replace and maintain 4,105’ of 2” and 4” MP plastic gas main on Belcher Street, Maple Street, Linden Street, East Street, Fuller Street, East Street Avenue, Page Court, and Regency Court with such laterals and service connections as it may now or subsequently find necessary. Ryan Barnes stated that we already have an existing main going down East Street right now. He stated that we’d like to install the stubs on the side streets that are fed off of East Street and tie over all the services on East Street, then you can get in there and do all of your paving. He stated that we can concentrate on hitting all those side streets and make the final abandonment which doesn’t have to be in the paved way. He stated we are going to make the cut at East and Linden Streets, that would eliminate that main and we’d be left existing medium pressure plastic underneath East Street and all the side streets would be fed off of that. He stated it’s a bigger job that is why we are breaking it up so you can get in there and do your paving as soon as possible. Ryan Barnes stated we are going to use a trenchless technology and since those roads are packed with a lot of utilities, we are going to move our way down the sidewalk. He stated that you are not having to rip up every panel on that sidewalk along that path. Councilor Zygarowski motion to approve – Councilor Courchesne 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #3 Petition from Columbia Gas of Massachusetts to be granted a location and permission to replace and maintain 580’of 6” MP plastic gas main on Monroe Street with such laterals and service connections as it may now or subsequently find necessary. Ryan Barnes stated if it’s a feeder pipe for the rest of our system, Monroe Street is a good street where we can access that. He stated that a lot of feeds are coming off of it 2 so the six inch acts as a trunk line and the rest will be two inch off of it to maintain that pressure. Ryan Barnes stated that we’re going to tie into Broadway and go back and do all those side streets on East Street. Councilor Courchesne motion to approve – Councilor Zygarowski 2nd the motion – motion passed Committee vote 3 – 0 favorable ITEM #4 Councilor Zygarowski motion to accept the minutes of November 19, 2018 – Councilor Courchesne 2nd the motion – motion passed Meeting adjourned at 6:19 PM 3
