Members Present Vieau, Laflamme, Tillotson, Roy Members Absent Brooks, Krampits Also Present Daniel Garvey (Associate City Solicitor) Meeting called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. ITEM #1 Motion made by Councilor Laflamme and second by Councilor Vieau to remove from postponement. Application for a Special Permit under section 275-30 for the purpose of storage container located at 244 Fuller Road. Applicant Loyal Order of Moose, Chicopee Lodge 1849 Gerard A. Roy / Robert Hupfer 244 Fuller Road 1  Chicopee, MA 01020 Gerard Roy and Robert Hupfer were present. They stated that they would like to store chairs and tables in the storage container to give them more room in the halls. The container will be screened. Reports read from the following: Fire Department: No storage of flammable materials Engineering: Proposed storage container location is outside of the right-of-way. No Engineering comments. Planning: Property zoned Residential A. Storage unit allowed through Special Permit only. The Planning staff recommends that the storage unit be screened from view from Fuller Road with vegetation or a fence (solid). Modification to Special Permit should be required if the storage unit is relocated to another portion of the property. Conditions: Permit to run with applicant No flammable materials Screening with vegetation / fencing Motion made by Councilor Laflamme and second by Councilor Vieau to approve with conditions. Committee vote 5 – 0 favorable. ITEM #2 Application for a Special Permit under section 275-40 G (6) for the purpose of flexible parking continue with current parking approval (our 6 parking spaces + 4 spaces in adjacent parking lot), despite new office area. Requesting waiver for 3 additional parking spaces per city ordinance located at 336 Grattan Street. Applicant Trinity Home Care, Inc. Peggy Sugrue 336 Grattan Street Chicopee, MA 01020 Peggy Sugrue and Christine Devine were present. The business is relocated their office space to the second floor of the building. No additional staff is being hired. A Special Permit is required with any construction in the building because of the parking ordinance. Reports read from the following: 2 Engineering: Handicap space shall have 5’ wide access aisle adjacent to it (striped). Handicap space shall also have appropriate signage. The majority of the (6) existing spaces are within the Brightwood Street right-of-way. Health: No concerns at this time. Fire: No concerns. Planning: Property zoned Business A and existing office use. Applicant intends to build out 2nd floor office space which under zoning code would trigger a need for additional parking. With no planned staff increase, the additional parking is not needed, and the applicant requires relief under 275-40 (G) (6). Condition: cannot increase staff capacity. Recommend approval. Building: There is no expansion of staff or services then I have no concerns. Conditions: Permit to run with the applicant Handicap parking space with signage Cannot increase staffing capacity Motion made by Councilor McLellan and second by Councilor Laflamme to approve with conditions. Committee vote 5 – 0 favorable. ITEM #3 Minutes – September 22, 2015 Motion made by Councilor Laflamme and second by Councilor Vieau to approve. Motion passed. Meeting adjourned at 6:45 PM. 3
