Members Present Brooks, Krampits, Laflamme, Zaskey, Roy, Tillotson Members Absent McLellan Also Present Daniel Garvey (Associate City Solicitor), Councilor Labrie, Councilor Zygarowski Meeting called to order at 6:30 PM In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. ITEM #1 Zone Change from Residential A to Industrial for 3,270 SF of land located on East Main St. Assessor Map 135, Parcel 1, for the purpose of reducing zoning inconsistencies in the City. Applicant Thomas D. Murphy, Esq. 272 Exchange St. Chicopee, MA 01013 Representing Attorney Murphy at the meeting was Ed Czepiel. Councilor Laflamme abstained from Item #1 and #2 from tonight’s agenda. Councilor Brooks stated that a small slice of this property is zoned residential that runs beneath the power lines. The options were to either apply for a waiver when the applicant applied for a Special Permit or to apply for the Zone Change. The applicant chose to request a zone change as recommended by the Planning Board. This would eliminate spot zoning in the City. Motion made by Councilor Tillotson and second by Councilor Roy to approve. 1 Committee vote 5 - 0 (Councilor Laflamme abstained) ITEM #2 Zone Change from Residential A to Business B for 2,964 SF. of property at 157 Trilby Ave for the purpose of converting 157 Trilby Ave to all Business B. Applicant Andrew J. Crane A. Crane Construction 621 Grattan St. Chicopee, MA 01020 Andrew J. Crane was present at the meeting from A. Crane Construction Co. He is representing the owner Ayotte and King Flooring. About 60% of 157 Trilby Avenue is zoned Business B. Requesting to make a consistent lot for the remaining 2,964 square feet of the property. The rest of the street up to Christopher Street is Business B. Looking to store dry pellet merchandise mostly tile. Won’t be higher than two pellets. PUBLIC INPUT Travis Raby, 140 Trilby Avenue, his concerns have already been addressed. Motion made by Councilor Zaskey and second by Councilor Roy to approve. Committee vote 5 – 0 favorable. (Councilor Laflamme abstained) ITEM #3 Minutes July 21, 2016 Motion made by Councilor Zaskey and second by Councilor Krampits to approve. Motion passed. Meeting adjourned at 6:45 PM. 2
