Zygarowski MINUTES March 26, 2025 The following are the minutes of a public hearing held Wednesday, March 26, 2025 at 6:30 PM in the Auditorium, 3rd floor, City Hall Annex, 274 Front Street, Chicopee, MA 01013 and via Zoom. Members Present: Balakier, Labrie, Shumsky, Wagner (zoom) Also Present: Timothy Reilly (Associate City Solicitor) The meeting was called to order at 6:30 PM Councilor Balakier asked for a moment of silence for Councilor Robert J. Zygarowski. In compliance with the Open Meeting Law the Chairman asked if anyone in the audience was recording the meeting. Hearing none the meeting continued. Item #1 Zone Change from Residential A to Industrial for 7.5 AC/326,700 SF of property located at 0 Burnett Rd (Parcel ID 0238-00003) for the purpose of removing remnant Residential A zoning within existing Eversource Powerline Easement to make zoning consistent with Industrial Zoning designations on abutting properties. Applicant – UFPT MA, LLC, 100 Hale Street, Newburyport, MA 01950. John Furman, VHB, Office Manager, was present at the meeting representing the applicant. He stated that this zone change appears to be remnant zoning prior to the construction of 291. This will allow parking for the applicant’s employees who currently utilize a portion of Burnett Road for overflow parking. Councilor Balakier read the Planning Board report: The Planning Board met on February 6, 2025 and voted 4- 0 favorably to recommend the Zone Change requested. Councilor Balakier asked if anyone in the Auditorium or on Zoom wishes to speak on this application. Mr. Furman stated that he is working with Eversource on the easement. Motion made by Councilor Shumsky and seconded by Councilor Balakier to approve.
