CITY OF CHICOPEE CONSERVATION COMMISSION Minutes of Meeting August 3, 2016 Pursuant to Mass. General Law Ch. 131, Section 40 and the Chicopee Wetland Ordinance Ch. 272, the Chicopee Conservation Commission held a public hearing on Wednesday, August 3, 2016 at 6:15 PM, City Council Chambers, 4th Floor, City Hall Annex, 274 Front St., Chicopee, MA. James Reidy opened the meeting at 6:15 PM and announced that the meeting was being recorded. (NEW) RDA for the removal of contaminated soils along approximately 1,000’ of former rail line bed and replacement with clean granular soil. Work also includes removal of vegetation within the work area. Location: Paralleling the Chicopee River between the former Uniroyal site and Grape Street. Applicant: Michael Vedovelli, Office of Community Development, 38 Center St., Chicopee, MA 01013 Notes: John Henry of The BETA Group explained the RDA on behalf of the Office of Community Development. Mr. Henry explained the method of soil removal and back filling as well as the vegetation removal. He also discussed with the Commission their preferred method of erosion control; the Commission approved straw wattles. Mr. Henry stated the project would take approximately three weeks to complete. The Commission wants to see the site and limits of work prior to any disturbance. Mr. Henry made appointments for site visits with Planning/Conservation Staff and the Commission members for the week of August 8, 2016. Motion to approve with a negative 5 determination was made by Charles Payne and seconded by April Cloutier. Vote was 6-0 to approve with a negative 5 determination with the provision no site work was completed until the Commissioners and Staff saw the site and limits of work. Item 4: Discussion/New Business Notes: Planning Staff handed out an FYI memo regarding a necessary repair of a clogged pipe near the Deady Bridge explained the repair work was an exempt activity as it was repairing an existing utility.
