CITY OF CHICOPEE CONSERVATION COMMISSION Minutes of Meeting February 16, 2022 Pursuant to Mass. General Law Ch. 131, Section 40 and the Chicopee Wetland Ordinance Ch. 272, the Chicopee Conservation Commission held a public hearing on Wednesday, February 16, 2022 at 6:15 PM via Zoom and in the Planning and Conservation Office, City Hall Annex, 4th Floor, 274 Front St., Chicopee, MA 01013 Celeste Donovan opened the meeting at 6:15 PM and announced that the meeting was being recorded. Conservation Commission attendance: Member Present Absent Excused Celeste Donovan X Charles Payne X Meghan Balakier X Richard Valcourt X Brian Nunes X Bianca Thomas X Planning/Conservation Staff attendance: Member Present Absent Excused Lee Pouliot, Director X James Dawson, Development Manager X Nathan Moreau, Associate Planner X Item 1: RDA for the resurfacing of Syrek St. from Theroux Dr. to Smith St. Work will occur in Riverfront Area and include cold- planing and resurfacing from curb to curb (no change to existing roadway layout), adjusting catch basin and manhole frames and repairing driveway aprons as needed. Applicant: City of Chicopee DPW. 115 Baskin Dr. Chicopee, MA 01020. Notes: Robert Wrzesinski from the City Engineering Department presented the RDA to the Commission. Mr. Wrzesinski explained the City is planning to mill and resurface Syrek Street from Theroux Drive to Smith Street. Work will remain within the curb lines of the existing road layout, no expansion is proposed. The project will also repair any curbing and driveway aprons if necessary. Mr. Wrzesinski noted that silt sacks will be placed in every catch basin within the vicinity of the project. Mr. Wrzesinski explained the silt sacks may slow down stormwater drainage during heavy rain events. The Commission discussed the project and asked Staff for a recommendation. Motion to issue a Negative 5 and a Negative 6 Determination was made by Charles Payne and seconded by Richard Valcourt. Vote was 6-0 to issue a Negative 5 and a Negative 6 Determination. Item 4: Upcoming Projects/Discussion Notes: Staff had nothing to report for the March 2, 2022 meeting agenda and informed the Commission there would be no meeting on March 2, 2022* as a result. Staff infirmed the Commission that the Enforcement Order discussed on February 2, 2022 was mailed to the violator on February 15, 2022. Item 5: Adjournment – Next scheduled meeting is March 16, 2022*. Motion to adjourn was made by Richard Valcourt and seconded by Charles Payne. Vote was 6-0 to adjourn.
