Chicopee Council on Aging – Board of Directors’ Meeting 7-8-2014
Attendance: Harvey Lafleur, Susan Tawrel, Sherryl Gelinas, June Landa, Helen Banas, Edna Doucette,
Sandra Peret (4:50 P.M.), Estelle Lee, Claire Gemme, Wilfred Tisdell, Kay Olbrych, Charles Desmarais
Guests: Melvin Brown Staff: Sandra Lapollo Excused: James Rachilla
Meeting called to order at 4:45 P.M. by the Chairperson Charles Desmarais followed by the Pledge of
Allegiance. It was asked if anyone wished to record the meeting. No one requested to do so. An email
was read to the board from Jim Raschilla.
A. Business Reports
1. Minutes of the Previous Meeting (6/10/14) approved (Lee/Tisdell).
2. Financial Report: approved and placed on file (Olbrych/Gemme).
3. Director’s Report was verbally presented to the board. New building status presented and the work is
occurring on the parking lot with plans that by the end of next week the parking lines should be done.
Work is being done on the punch list. The tree of life is up and it is spectacular as it shimmers in the light
at the front entry way. A new treadmill was purchased from the Formula Grant. A $20,000 request was
sent to Fallon for items related to health. The city authorized $53,000 for necessary items. The original
request was $220,000 so $167,000 is still needed for furniture for the new building. If COA receives the
Fallon Grant, the Items Needed List can be prioritized. COA was awarded the CDBG grant of $17, 200
for the Senior Companion Program for 6 companions for FY 2015. Recent expenses: $500 to repair the
HVAC. Approximately $4,000 was spent on the HVAC system this year.
4. S.A.L.T.: no meeting was held since the last COA Board meeting
5. Grandparents as Parents: The summer party is next Tuesday. There will be a balloon artist and pizza
for dinner. The event is sponsored by the Wilbraham Junior Women’s Club at the suggestion of member
Ms. Diane Weston.

C. Old Business
1. By Laws Proposed Changes – motion to remove from the agenda because it was resolved at last
month’s meeting with all in favor. (Olbrych/Peret)
2. Public Access Computer Access Policy and Release of Liability- The COA policy (distributed at the June
10, 2014 meeting) was reviewed as was the library’s policy and a motion was made to accept with
unanimous approval (Landa/Lafleur).
3. FY 2015 Budget- The budget has been not received to date. Normally Auditing gives the Budget to the
departments. An fyi to the board that the new building will be understaffed as the Assistant Director’s
position will not be filled. The janitor is an entry level custodian. The new building really requires two
people on each floor all day. There may not be adequate staffing when the new center opens.
D. New Business
1. Formula Grant: a motion was made to apply to the Formula Grant for the Social Services Coordinator,
Program Coordinator, Program Assistant, Alzheimer Group facilitator. Also to be requested from the
Formula Grant are: Life Times Printing, Mailing, Training/Conferences, and other which is the MCOA
dues ( Landa/Peret)
E. Correspondence - A card with a note was sent to the board from Al Picard thanking the board for
his recognition as the 2014 Adam Marcinkiewicz Recipient.
F. Adjournment
A motion was made to adjourn the meeting with no plans for an August Meeting unless there are items
that need to be addressed. All in favor (Lee/Ducette).
