Chicopee Historical Commission Voting Record and Minutes The Historical Commission of the City of Chicopee public hearing for Tuesday, April 12, 2022 at 4:00 PM, in the Chambers Conference room, City Hall Annex and via Zoom. Meeting was brought to order at 4:04 PM by Joshua Clark. Historical Commission attendance: Member Present Absent Excused Joshua Clark, Chair X Linda Menard-Mruk X Vice Chair Raymond Hoess-Brooks X Dave Robison X Louise Osetek X Timothy Wagner, Clerk X Richard Lavoie X Planning Staff attendance: Member Present Absent Excused Lee Pouliot, X Director James Dawson, Development X Manager Nathan Moreau, X Assoc. Planner ITEM 1: Presentation by Valley Opportunity Council on the redevelopment of the former Belcher School into 20-25 apartments. VOC is requesting a new letter of support from the Commission. The last letter of support was issued in December 2021. Notes: Steven Huntley from Valley Opportunity Council provided an update to the Commission on the status of the old Belcher School renovation. The project is expected to cost 1.75 million USD. The plan continues to be 25 apartments, with the majority being affordable housing units. Construction anticipated to begin in July of 2023. Motion to approve the letter of support was made by Dave Robison and seconded by Louise Osetek. Vote was 6 to 0 to approve the letter of support. Notes: ReVampit, LLC. recently purchased the property at 123 Springfield Street. Major renovations are needed, including the replacement of the roof and windows. A dilapidated garage on the property is also being torn down. Interior work is also being completed. Motion to support the project was made by Linda Menard-Mruk and seconded by Dave Robison. Vote was 6 - 0 to support the project. Members also took the time to welcome a new member Richard Lavoie to the Commission and answered legal and procedural questions he had. ITEM 4: Minutes from February 8, 2022 Motion to approve the minutes was made by Louise Osetek and seconded by Linda Menard- Mruk. Vote was 6-0 to approve.
