Chicopee Historical Commission Voting Record and Minutes SPECIAL MEETING Historical Commission of the City of Chicopee public hearing for Tuesday, April 22, 2025 at 5:30 PM, in the Department of Planning and Development and Conservation, 4 th floor, City Hall Annex, 274 Front Street., Chicopee, MA 01013 and via Zoom. Meeting was called to order at 5:30 PM. by Raymond Hoess-Brooks. The property is on the Local Historic Inventory and lies within the Church Street Historic District. Commission policy requests any property owner with property on the Local Historic Inventory to provide the Commission with a presentation when any changes/improvements are proposed for the property. Notes: Ray Hoess-Brooks, owner of the property, stated the old vinyl siding is failing and falling off the building leaving the original clapboard siding exposed resulting in further deterioration. The siding will be replaced with dark gray vinyl siding with black shutters; the columns will remain white. New metal handrails will also be installed. Raymond Hoess-Brooks recused himself from the meeting. Motion to approve the improvements to 99 Church Street was made by Ronald Chimelis and seconded by Louise Osetek. Vote was 6-0 to approve the requested improvements.
