Minutes for the August 15, 2024, meeting held in the City Council Chambers @ 6:00 PM
In attendance: Chairman Martin, Commissioners Jez, Pasternak and Hamblin
Public Input- none
Minutes are presented to the Board. Commissioner Jez makes a motion to approve. Commissioner
Hamblin seconds. Motion approved 4-0.
Hearing for Bulls Eye Café-
At this time, the owner is not present. The return receipt was not received back from the post office.
The letters were sent to the owners’ home address. The Commissioners discuss the notification
process. The notice to appear will be sent to multiple locations and hand delivered by the police or
sheriff’s department. They will not move forward with the hearing at this time. They do have Officer
Mikkola read his report. The hearing will be rescheduled for the October meeting. Update: Mr.
Melendez came into the office on August 19th to update his address. He never received the notice to
appear. The records have been updated.
Hearing for St. Stanislaus Social Club-
Count1–Violation of Chicopee Rules and Regulations1.18 Management d. The licensee shall not
change managers, change corporate officers, sell, or transfer corporate stock, pledge corporate stock,
or liquor license as security, or accept a loan or credit from another licensee, without first obtaining
the approval of the Chicopee License Commission. No person may have a direct or indirect beneficial
interest in a license without first obtaining the approval of the Chicopee License Commission. At the
time of the start of this hearing, there was no one present to represent the club. The Commissioners
discussed the notification process, and it was received as the return receipt was signed and returned.
The Commissioners were informed that the licensee submitted paperwork that was not acceptable.
They stated it would be corrected and resubmitted. An e-mail was sent reminding Mr. Tarka to submit
the paperwork. Someone dropped of an application, but it was the incorrect application, so it was
returned. The return letter included a link to the correct application. Commissioner Jez makes a
motion that Count 1 is found. Commissioner Hamblin seconds. Motion approved. Commissioner Jez
makes a motion for a 1-day suspension to be determined at the Sept 19th meeting and all paperwork
must be submitted by August 30, 2024. Commissioner Hamblin seconds. Motion approved 4-0. Mr.
Tarka joined the meeting after the hearing was already concluded. Commissioner Jez makes a
motion to re-open the hearing. Commissioner Hamblin seconded the motion. Motion approved 4-0.
Mr. Tarks informs the Board that the paperwork has been submitted to the state and they are waiting
to hear back. Ms. Taillefer stated the application must be submitted to the License Commission.
There is some confusion as to what has been submitted to the state. Mr. Tarka states he will have to
check with the current president as to the status of the application. He will bring everything in Friday.
Chairman Martin informs Mr. Tarka what has already transpired prior to his arrival. There will be a
letter sent and it will also be hand delivered by the police department. Commissioner Jez makes a
motion to close the hearing. Commissioner Hamblin seconds the motion. Motion approved 4-0. This
concludes the hearing.
Application for Common Victualer license for Gyro Express,345 B Chicopee St with Nicoleta Muche
as owner/manager (new) Commissioner Jez makes a motion to approve. Commissioner Pasternak
seconds. Motion approved 4-0.
Application for a Common Victualer license for Stop N Go,643 Prospect St with Muhamad Arshad as
owner/manager (new owner) Commissioner Jez makes a motion to approve. Commissioner
Pasternak seconds. Motion approved 4-0.
Applications for Special One Day permits:
Application for a Special One Day Permit(beer/wine) for a Block Party to benefit Shriners New
England Fundraiser to be held at Train for Life, 340 McKinstry Ave on Sunday September 8, 2024,
from 12:00 PM until 5:00 PM with Dave Capriati as applicant (wrist bands will be used as well as
checking ID’s) Commissioner Jez makes a motion to approve. Commissioner Pasternak seconds.
Motion approved 4-0.
Applications for Special Event permits:
Application for a Special Event Permit for a Block Party to benefit Shriners New England Fundraiser
to be held at Train for Life, 340 McKinstry Ave on Sunday September 8, 2024, from 12:00 PM until
5:00 PM with Jordan McConaha as applicant. Commissioner Jez makes a motion to approve.
Commissioner Pasternak seconds. Motion approved 4-0.
Application for a Special Event Permit for the Faded Barber Lounges Back to School Event to be held
at Rivers Park, 41 Meadow St on August 25,2024 from 11:00 AM until 3:00 PM with Ricardo Diaz as
applicant (C3 police unit will on site) Commissioner Jez makes a motion to approve and waive the
fee. Commissioner Pasternak seconds.
Motion approved 4-0.
Filing fees are read by Commissioner Jez
Review of Police reports and discussion of compliance checks- Lt. Wegrzynek states there are no
reports at this time.
