Atty. Kenefick is also present. Public Input- none at this time Minutes are presented to the Board. Commissioner Jez makes a motion to approve. Commissioner Hamblin seconds. Motion approved 4-0. Application for a new Annual All Alcohol Restaurant license for Perfect Tasty, LLC, 108 West St. In attendance: Ms. Dingben Chen. Ms. Chen has notified all the abutters as required. Commissioners have viewed the property. Parking is a concern. Ms. Chen believes she will be doing a brisk take-out business. The capacity is under 50 for the restaurant so it is not very large. Customers will find parking on the surrounding streets. They will also use third party delivery services. Ms. Chen has several other businesses that have alcohol licenses. She is very aware of the regulations concerning alcohol service. Commissioner Jez makes a motion to approve. Commissioner Hamblin seconds. Motion approved 4-0. Hearing for Bulls Eye Café- postponed per Atty. S. Allyn request Application for a Lodging House license, 192-194 Meadow St (new owners). There is a discussion concerning the timing of the application. The property was sold earlier in the year. It has taken quite a few months for the application to be submitted. 2 out of the 3 signatures needed were signed many months ago. The last signature was finally obtained this month. Commissioner Jez makes a motion to approve for year 2024. Commissioner Hamblin seconds. Motion approved 4-0. Application for a Special One Day Permit (All Alcohol) for the Cigars for Soldiers Event to be held at the Portuguese Club, 147 Exchange St on Sunday October 20, 2024, from 12:00 PM until 8:00 PM with Brian Mendes as applicant (Parking lot area will have a tent, tables, and chairs. There will be fencing to enclose the area, and it will be monitored, and crowd managers will be on duty. Id’s will be checked) Commissioner Jez makes a motion to approve and waive the police requirement. Commissioner Hamblin seconds. Motion approved 4-0. Filing fees: none at this time Review of Police reports and discussion of compliance checks. Lt. Wegrzynek states there are no pending reports at this time. He has not conducted any compliance checks. There is a discussion concerning the Special Event application. The Police department is asking for clarification on the police detail requirement. Also, if it is required, how do we know if the applicant actually hires someone. The application can be updated to include new language. Some things to be considered going forward: have applicant appear at the meeting to explain the event and if the police requirement is necessary, license will not be issued until a receipt showing proof of hired details is received, also application must be received 30 days prior to the meeting for review. Commissioner Jez will work with Ms. Taillefer on the changes and present them to the board for the November meeting. Upcoming topics for next meeting: Renewals will be sent out at the end of October. There will be 2 violation hearings in November. The appeal hearing for The Vibez has been postponed until January 2025. The ABCC is starting to hold hearings in person again, but Atty. Kenefick will ask for a remote hearing on this matter. Next meeting will be November 21,2024 in the Auditorium, 3rd Floor City Hall. This will be the meeting location for the next 2 months. In 2025 meetings will be held at the Chicopee Senior Center. Details will follow once everything has been confirmed.
